An Analysis Of Corruption In Nigerian Public Service

 

Abstract

 

The primary purpose of this study is to ascertain the goods of corruption in the Nigerian public service. The check system of descriptive exploration was used for the study. The main instrument used in data collection for the study was a questionnaire and its responses were detailed in frequence tables and chance which was used to assay the data.

 

The result of the analysis and interpretation revealed that bureaucracy has too important invention and not severity, it sees mortal passions and not regarding mortal as a programme like machines and meetly manipulated to produce standard issues in Nigeria. It was also discovered that rules and regulation encourage the operation of the Nigerian police force. Impersonal exposure help the actualisation of police force objects, too close supervision and control that helps mandarin in the process of carrying out assigned workshop in Nigeria. Also workers are motivated due to unsterile work terrain, strict adherence to rules and regulation applied to workers. Creativity and invention, scale of authority fosters the process of decision, a communication sender and communication entered for short communication, division of work contend of work comment and decelerate the process of decision timber. thus, workers are satisfied by the system of payment and remuneration.

According to Max Weber he defined bureaucracy as an organisation with a scale of paid, full- time officers who formed a chain of command and these are concerned with the business of administration with controlling, managing andco-ordinating a complex series of task. Bureaucracy is a system of control, it’s a hierarchical organisation in which elders rigorously control and punish the conditioning of the inferiors. ORUEBOR,A.A( 2007142) According to the Oxford Advanced Learner’s Dictionary( 2000) defines corruption as “ dishonest or illegal geste , especially of people in authority; the act or effect or making notoriety change from moral to immoral norms of geste ” corruption is a divagation from following the normal accepted standard of geste by a public functionary in order to serve social profitable or political interest. Background Of The Study

 

 

 

The Nigerian police Authority have and will continue to be one of the high mores of development in different corridor of the world and their significance and impact on diurnal conditioning of citizens can not be over emphasized. Before the independence of Nigeria in 1960, public relations practice wasn’t popular because only a many Nigerians know what it was. In Nigeria, public relation was introduced on 1st January, 1944 with the establishment of the first ever public relations office in the country though it wasn’t popular. The lack of acceptable knowledge of public relations as a career and the absence of public relation programmes for understanding its practise hindered numerous Nigerian organisations until lately, when the Federal Republic of Nigeria announced DecreeNo. 16 of June, 1990, establishing and upholding the practice of public relations in Nigeria.

 

The origin of the police is a product of social extremity in the society. The word Police is deduced from the Greek word “ polis ” meaning that part of non ecclesial administration having to do with the safety, health and order of the state. Policing and police work didn’t start as a paid profession. It started as a noble, incorruptible and distinction. It was the judges of the peace system, which corrupted the church bobby system. The 1960 constitution established the Nigerian police force as a civil force charged with the responsibility for conservation of law and order throughout Nigeria. still, the constitution didn’t help the regions from establishing their own original police force. The command of the Nigerian police force was under the inspector general of police( IGP) while those of the regions were under the command of officers of police. lately, the Nigerian police force( NPF) dropped the force in its name and now answers the Nigerian police. Don’t be suprised to read the Nigerian police in place of the Nigerian police force.

 

The Nigerian police is grouped into departmentsA-F; “ A ” department takes care of administration labor force creation, redundancy , transfer and advertisement, medical budgeting, pay and accounts, public relations and publishing etc “ B ” department and “ F ” have their own separate duties, our major concern is “ A ” department where public relations belongs or categorised.

Then, the unfortunate aspect of corruption in Nigeria is that there are enabling laws to fight it but the leadership find it delicate to apply these laws. The imminence of corruption leads to slow movement of lines in the services, police highway robbery eg “ In collecting twenty naira from machine motorists causing business traffic and indeed road accidents if any of the motorists refuses to give them plutocrat, they will start shooting ordnance to deflate their tyres. The finances allocated for their weal vanish into this air. therefore, it’s believed by numerous in the society that corruption is aboriginal in all government. Corruption is set up in popular and dictation politics, feudal, commercial and socialist husbandry.

 

The leaders as well as their followers arecorrupt.However, it’s also like the old saying “ When water chokes you, what do you take to wash it down? ”( The gospel of Aristotle, If there’s lack of control of corruption in every sphere in the nation.355). Corruption is as a result of man made factors similar as greedy people, especially our leaders, who aren’t gratified with what they’ve so that they will use public finances for selfish earnings. Also, numerous people in Nigeria, especially the youths want to get-rich-quick, so that they indulge in all types of crimes to make plutocrat, hijacking , electoral fund( roughneck), fortified thievery, yahoo yahoo, 419, the list is endless, yet the elders who are to correct them end in praising them. Nigerian police force was known in the eighties and nineties for early dispatch of services, affect acquainted performance and high productivity.

The end and ideal of this design are as follows

 

1. To break the problem of corruption in the Nigerian public service for better governance.

 

2. To know how bureaucracy structure and control encourage the police force to achieve its objects.

 

3. To find out how bureaucracy ameliorate decision timber.

 

4. To ascertain how bureaucracy ameliorate productivity.

Limitation Of The Study

 

In the study, the experimenter encountered certain constraints that stymie the academic work. These are

 

1. Time Constraints This posed as a limitation to the study, as the time frame work constructed by the department for the kick off of the study was inharmonious with out academic work cargo.

 

2. reluctance of staff to give out information The experimenter myself couldn’t gather as important information and data due to non compliance andnon-challant station of repliers of workers against the study.

 

3. Funding Due to profitable problem, the experimenter myself is faced with lack of acceptable finance wasn’t available for mobilisation of the work.

5. Hierarchy This is a system with grades of authority or status from the smallest to the loftiest. At each position of the scale, officers enjoy the right of issuing directives to inferiors who have the duty to observe them.
