AVAILABILITY OF QUALIFIED TEACHERS IN ENHANCING EFFECTIVE TEACHING AND LEARNING PROCESS IN PRIMARY SCHOOLS

INTRODUCTION

1.1 Background Of The Study

Education is the stepping stone that allows a society to advance from one stage of development to the next. Recognizing the value of education, governments at all levels have launched one or more programs to address illiteracy, overdependence, and other issues threatening the nation’s unity, consciousness, and development. Yahaya, Salman, and Olawoye (2011). The Nigerian government created or signed educational policies such as the Universal Basic Education Scheme (UBE), Education for All (EFA), and the Millennium Development Goals (MDGs) in the twentieth century (Lawal, 2007). This was done in order to position the country favorably among the world’s 20th largest economies by 2020, consolidate its leadership responsibilities in Africa, and establish the country as a major player in global economic and political affairs.

As a result, the needs and challenges of any society are best met through education, the engine room of which are teachers. No educational system, according to Delvin, M., Kift, S., and Nelson, K. (2012), can outperform the caliber of its teachers.

Teachers are critical to the performance of the educational system and serve as an important tool for educational development. Without teachers, educational facilities cannot be expanded. Without a doubt, the quality and quantity of teachers’ contributions to the system determine the system’s success and quality. As a result, the teacher interprets educational objectives and goals and instructs students accordingly. Unsurprisingly, Hammond (2000) believes that states interested in improving students’ academic performance should examine the preparation and instruction.

Dissatisfaction grows as a result of poor academic performance of students seeking admission to secondary schools. The question that is frequently raised is whether or not teachers in these public schools are competent to teach effectively, as they are the most important factor in the efficacy of schools and the quality of a child’s education. The relatively high proportion of teachers teaching subjects outside of their fields of subject matter training and certification has been a major source of concern regarding teachers’ qualifications.

Professional teacher training is required to be a trained and competent teacher.

However, the vast majority of so-called teachers do not possess this quality. In support of the preceding point, it is deeply regrettable that an unqualified teacher will not only convey inaccurate information but will also promote a low level of learning.

She will be inadequate in her use of instructional resources in the classroom. As a result, the goal of this study is to look into the availability of trained teachers in order to improve the effectiveness of the elementary school teaching and learning process.

1.2 Statement of the Issue

Unqualified teachers handling subjects in primary schools, in particular, have been blamed for students’ poor academic performance at school. It’s one thing to be professionally trained in a field, such as social studies. It is quite another thing to be able to work in that or any other field (Fernandez (2014). However, experience has shown that qualified teachers are better at teaching subjects at the secondary level.

It has been acknowledged that teacher training colleges are failing to produce qualified personnel. In recent years, training has been completed in a hurried manner, resulting in the recipients receiving only certificates rather than the full acquisition of knowledge. Adeniyi (2011) agreed, criticizing the education sector for poor product quality as a result of the high level of honor and respect accorded to paper certificates. Because of this characteristic, labor employers have lost faith in paper certificates and, as a result, have organized retraining programs for those who obtain appointments in their schools. 1.3 The Study’s Objectives

This research was conducted with the following goals in mind:

1. Determine the relationship between student performance and teacher qualifications.

2. Determine the effect of teacher qualifications on primary school students’ performance.

3. Look into the availability of qualified teachers in public elementary schools.

1.4 Hypotheses for Research

A hypothesis is a tentative experimental statement that shows the relationship between two or more variables. It is open to test and can be accepted or rejected depending on whether it agrees or disagrees with the statistical test.

The two hypotheses that were tested in this study are the null and alternative hypotheses.

The null hypothesis indicates that no effect will be observed in our experiment. An equal sign is typically used in a mathematical formulation of the null hypothesis. H0 denotes this hypothesis. In our hypothesis test, we try to find evidence against the null hypothesis.

The alternative or experimental hypothesis states that an effect will be observed in our experiment. Typically, there will be an inequality, or not equal to the symbol, in a mathematical formulation of the alternative hypothesis. This hypothesis is represented by the letters Ha or H1. The alternative hypothesis is what we are attempting to demonstrate indirectly via our hypothesis test. If the null hypothesis is rejected, we can proceed.

Accept the other hypothesis. We do not accept the alternative hypothesis if the null hypothesis is not rejected.

The following null hypothesis will be tested in the study:

H01: There is no statistically significant relationship between student performance and teacher qualifications.

H02: In primary schools, teachers’ qualifications have no effect on students’ performance.

H03: There are no qualified teachers available in public primary schools.

1.5 The Study’s Importance

The study’s goal is to determine the effect of teachers’ qualifications on students’ academic performance. The study will also be useful to stakeholders such as teachers, students, the government, school policymakers, and curriculum planners.

First, the research will help to improve education standards not only in primary school, but throughout the educational system.

The educational system. This is because the study recognized the importance and qualifications of the teacher. As a result, the relevant authorities will need to handle manpower with care, put it to good use, and ensure that it is delivered to schools on time and in a controlled manner.

This research will also help policymakers and government officials collaborate on policy formulation and policy relating to the funding, provision, control, and management of educational resources. Teachers and instructional materials are two examples. Finally, it is important to note that the findings of this study will help to strengthen the teacher education process not only by awarding certificates to prospective student teachers, but also by providing them with the knowledge and skills they need to make a living.

1.6 The Extent Of The Study

This study will focus on the relationship between pupil performance and teacher qualifications, the impact of teacher qualifications on pupil performance in primary schools, and the availability of qualified teachers in public primary schools. As a result, the study will be limited to a few primary schools in Aba Abia State.
