In utmost civil system of government, the major issue is generally that of coffers participating among the civil units at vertical and perpendicular position. According to Elaigwu( 1992) where the sharing arrangements are working well, there are less agitations and citizens have a feeling of belonging and equity. On the other hand where the share system isn’t working well the citizen agitates and makes all feathers of demands similar as call for public conference, etc. still, in Nigeria, after a series of debate in 1975 the indigenous drafting commission was set up which established civil character commission as a body charge with the responsibility of enforcing the civil character principle in order to assured indifferent sharing of posts in the public services. This was also elevated in the 1999 civil constitution of civil democracy of Nigeria.

Bodunrin( 2003) also in assessing the Federal Character from the merit perspective, asserts that the civil character principle iscounter-productive. thus it’s important to note that, effective force application is determined through effective believable reclamation.
