In-service Training Programme And Teachers’ Training Effectiveness In Ukanafun Local Government Area Of Akwa Ibom State.

Chapter One

Introduction

1.1 Background of the Study

The importance of human resources in any educational institution cannot be over emphasized. Training has become more obvious given the growing complexity in the teaching/learning process in our educational sector and since education is very vital to the development of any society and as a vehicle for nurturing the young to become full member of the society; the federal government at all levels as concerned about providing Universal Basic Education (UBE).

To meet the personnel need for the implementation of Universal Basic Education Policy of the Federal Government as entrenched in National Policy of Education, the Federal Government has embarked on intervention programme in terms of organizing refresher’s course for NCE graduates as well as re-training workshops for primary and junior secondary school teachers. State governments equally implement programmes aimed at improving the quality of teaching personnel in their school system.

Staff training must be based on a need analysis derived from a comparison of actual performance and behaviour with required performance and behaviour. Staff training is one of the major ways organization invests in the workforce for greater return today and even in the foreseeable future. Training is like sharpening an existing skill in order to reflect the trends in technology and other social-cultural environmental changes of an organization, productivity is the goal of todays competitive business world and training can be a spring board to enhance productivity.

The main objective of training is to increase the effectiveness and efficiency of employees with the resulting increase in corporate productivity.

In-service programme has been a welcoming development to teachers, the programme acquaints teachers with new knowledge, skills and techniques in order to change and modernize their teaching techniques. This study therefore focuses on the effect of various in-service programme on teachers.

1.2 Statement of the Problem

Despite government efforts to provide free and compulsory education at primary and secondary levels, not much has been done to promote the personnel development to effectively implement the free and compulsory education policy. Most of our schools lack enough teachers to man the training with the increasing student population. The necessary incentives are not provided to serving teachers to encourage new entrants into the teaching profession. This situation affects the standard of our education and most of our students consequently cannot pass external examination like Senior School Certificate Examination (SSCE) and University Matriculation Examination (UME) therefore, the problem of this study is to examine the influence of in-service training programmes on teachers teaching effectiveness using Ukanafun Local Government Area to fill the gap.

1.3 Purpose of the Study

The main aim of the study is to examine the influence of in-service programmes on teachers’ teaching effectiveness in Ukanafun Local Government Area. Specifically, the objectives of the study are to;

Examine whether the re-training programme of teachers influence teachers’ teaching effectiveness

Examine whether workshops and seminars for teachers influence teachers’ teaching effectiveness

Examine whether sandwich and distance learning programme influence teachers’ teaching effectiveness.

1.4 Significance of the Study

The study will be of immense benefits to many people. Teachers in the government service stand benefiting from the findings of the study as government will be compelled to see need of sponsoring teachers on in-service. The standard of education will improve as teachers will be motivated to put in their optimum performance, government will also benefit from the study as they will be guided on how to provide for teachers to ginger them to increase productivity. Finally it will be of great value to student as a point of reference and will equally form the basis for further research study.

1.5 Research Questions

The following questions were posed to guide the study;

What is the influence of re-training programme for teachers on teachers’ teaching effectiveness in Ukanafun Local Government Area?

How does sandwich and distance learning programme influence teachers’ teaching effectiveness in Ukanafun Local Government Area?

How does workshops and seminar for teachers influence teachers’ teaching effectiveness in Ukanafun Local Government Area?

1.6 Research Hypotheses

For the purpose of this study, the following hypotheses are formulated.

Ho (1) There is no significant influence to re-training of teachers on their teaching effectiveness in Ukanafun Local Government Area.

Ho (2) There is no significant influence of workshops and seminars for teachers on their teaching effectiveness in Ukanafun Local Government Area.

Ho (3) There is no significant influence of sandwich and distance learning programme for teachers on teachers’ teaching effectiveness in Ukanafun Local Government Area.

1.7 Research Assumptions

In this study the following assumptions were made;

Poor standard of education in the country is a tone indication of teacher’s low productivity

The poor scores of the promotion examination for the previous academic years are true indication of teacher low productivity

An in-service programme for teachers will lead to more knowledge and skill acquisition and an improve productivity

The data collected through the use of research instrument (questionnaire) were accurate and variable.

1.8 Delimitation of the Study

For the purpose of the study the researcher has limited the study to the effect of various in-service programme on teachers using Ukanafun Local Government Area as a case study.

The research work was also restricted to teachers serving in all the public secondary schools in Ukanafun Local Government Area. It is delimited to the investigation of influencing re-training of teachers, workshops and seminars, and sandwich and distance learning programme on teachers’ teaching effectiveness.

1.9 Limitation of the Study

It’s major limitation was the problem of getting information from the public as such vital information needed was not readily available.

Time equally would not be left out; getting permission to leave school and the issue of finance cannot be ignored as much was spent in procuring materials.

The geographical distance between the various schools in the area of the research constituted serious transportation problem.

However the study has been inheritably hindered by the lean purse and economic depression that bite seriously on the researcher.

1.10 Operational Definition of Terms

Some of the terms used in the course of carrying out the research are operationally defined here for easy understanding by the reader.
