Prison & Crime Control

Chapter One

Preface

Background Of The Study

The focal point of this study is on penology and corrective sociology. The strength lies more on correction rather than discipline as a interference, retributive measure in the control of crime. Changes in discipline; according to Foucault( 1991)

Foacault argues that these changes involve a abecedarian shift in the nature of discipline. In the early 18th century, discipline concentrated on the body. It involves direct infliction of pain to suffer the lawbreaker, toward the late 18th – 19th century, this had changed to the discipline of the soul. The discipline comported of a loss of rights – particularly the right to liberty. likewise the intention was to reform the lawbreaker rather than simply to make him suffer.

The Captivity is defined as a place, grounds, structures, declared by the minister of internal affair now interior affairs under captivity Decree No 9 of 1972 as captivity,( 2008) Nkwocha, Daniel Ibeabuchi, runner 50.

Crime is an aspect of mortal regression, it has primitive roots. In the views of Radzinowlez and King, 1977. “ A crime is a conduct that’s interdicted by law and for which discipline is specified ”.

Rehabilitation, the process of returning a felonious to pursue anon-criminal life upon discharge. It ensures that convicts aren’t just dischargedinto the thoroughfares of society. It does this by furnishing remedy or vocational and educational training.

One disturbing trend is that inspite of the recuperation programme, the number of discharge convicts that return to the captivity, is on the increase. Criminologist like Lan Taylor, Paul Walton and Jock Young( 1973), their views were analogous to those of the Marxist philosopher, they accepted that the key to understanding crime lay in the material base of society. A close monitoring of discharge cons reveal that utmost times, the discharge convicts suffer stigmatization, which leads to recidivism.

In lending credence to this fact, William Chambliss( 1972) argues that the rapacity, tone interest and hostility generation by the society motivate individual into crimes.

STATEMENT OF PROBLEM

The high rate of felonious conditioning in Imo state is causing the government and inhabitance of the state insomniac night. These crime range from, fortified thievery targeted more at fiscal, institutions, child trafficking, and hijacking , rigual killings. It’s shocking that the group much more involved in heinous crimes comes from the active Labour force of the state, which spells out a bad auspice for the state in terms of profitable growth and development. This is because indigenous and foreign investments can hardly providence in any state where the frequence of crime is acute. It’s thus important to probe, into such a social malignancy as to find ways to meliorate it. One prodigies who some active youths take to crime, when there are better avenues of making wealth similar as education and chops accessions centres scattered each over the state.

1. Could it be traced to the fact that people are ignorant of the fact that education and chops accession is a veritable means of sustainable livelihood and economic employment.

2. Could it be that the high crime rate may be attributed to the absence of diligence and large request in Imo State.

3. Could it be as a result of the fact that the incarcerations warrant the demanded structure for effective recuperation of discharged convicts considering the fact that recidivism is still on the increase.
