Health accounts for a substantial part of public wealth in both rich and developing countries. According to the World Health Reports( 2016), Nigerian government health spending as a proportion of GDP was3.3 percent,3.7 percent, and3.7 percent in 2012, 2013, and 2014. This aims to demonstrate that Nigerian government health- care spending is substantial not just in absolute terms, but also in relation to the country’s Gross Domestic Product. According to transnational morals, developing- country health expenditures should be advanced than developed- country spending. This is because, in poor nations like Nigeria, where there’s a low degree of robotization and robotization, health takes on a new dimension in terms of profitable consequences. The Federal Ministry of Health in Nigeria( 1998) said that people’s health not only contributed to a advanced quality of life, but it was also necessary for the country’s long- term profitable and social growth. As a result, health is considered as a precious resource in the profitable growth process. The health sector reform was motivated by the desire to expand access to health care in order to guarantee that Nigerians achieve a position of health that allows them to live a socially and economically productive life. Primary healthcare came the foundation of the country’s health system, with health duties participated across the three situations of government. According to the public executive structure acquired from the Federal Ministry of Health, the Nigerian health system is vertically organized into three categories of primary, secondary, and tertiary situations, each under the governance of the original, state, and civil governments. still, this division of health duties comes with its own set of collaboration issues. In consequence, the Nigerian health system’s organizational structure has had a major impact on operation choices, backing, and incitement structure. In terms of medical inputs and service force, this has changed the way healthcare institutions, hospitals, and health centers operate. Changes in the fiscal mechanisms of public hospitals, according to Chang( 1998) and Rosko( 1999), may raise fiscal pressures and gesture the need for performance enhancement.

In 2015, the Nigerian health care system had a viscosity of1.95 nursers, midwives, and croakers per 1000 occupants, according to the World Health Organization Country Health Systems Data distance( 2016). The data suggests that the Nigerian public health system is hamstrung.
