Over the times, consecutiveNon-Governmental Organization Agencies in Nigeria have demonstrated perceptible interest towards the provision of amenities to both the pastoral and civic population of the country. The interest shown by thisnon-governmental organizational agency could be deduced from their genuine intention of upping the living standard of the people. There’s thus no gain saying the fact that there have been some conspicuous increase in educational institutions, health care centers, road constructions, water force and so on as they strive to impress the people. Experience has shown that the provision and conservation of amenities can not be handled by government alone because it’ll be too onerous for government to satisfy the requirements of all communities, bearing in mind the limitation of time and resource. It’s thus, necessary for the agencies of government to educate the people to appreciate the fact that the metamorphosis of their country for improvement of their standard of living should be a common responsibility between the pastoral areas and the government or it’s agencies. This is why series of reforms and restructuring have been accepted at original government position, all in an attempt to make it more responsive to the jones and bournes of the people. It’s also aimed to evolving an effective and functional executive and coffers allocation system that will make for rapid-fire growth and modernization of pastoral areas.

 

The impact ofNon-Governmental Organizational Agencies( NGO’s) in pastoral development has attracted the attention of some great scholars. Nnoli( 1981) refers development as “ a natural fact in which the individualities and society interact with their physical, natural and inter mortal terrain transubstantiating them for their own benefit and that of humanity at large ”.

 

Also Aroh( 1997) viewed pastoral development as a process whereby pastoral residers come together to perform colorful functions in order to give a face lift to their immediate terrain or pastoral area.

 

Also Obasi, Oko and Nnamdi Erondu( 2010) viewed pastoral development as the enhancement of the living standard of the people of low income population risiding in pastoral areas and making the process of their development tone- sustaining. The United Nations children pastoral( 1995) perceive NGO’s as associations or loose association which are composed of people working together to address a need. They give introductory rudiments of NGO’s.

 

i) An NGO is primary an intermediate association that’s development acquainted.

 

ii) Non – profit acquainted

 

iii)Non-government in term of association, class and backing

 

iv) A voluntary association.

 

In all,Non-Governmental Organization agencies part in pastoral development is aimed at making people tone- reliant, suitable to share in public development. It also insure that both the pastoral and civic areas the provision of the necessary backing, like finances, legal and structural frame, and specialized and directorial moxie necessary for the programmes( Aroh, 2002).

 

BACKGROUND OF THE STUDY

 

The study was carried out in Awgu Local Government Area of Enugu State in Nigeria. The original government area occupies an area of about 200 square kilometers with an estimated population of 8,000 people( NPC, 1991). The original Government is bounded in the east by Orji Local Government, in South by Udi Local Government, in West by Abia State and in North by Ani- nri Local Government.

 

In these veritably original government which is Awgu more than 90( 90 percent) of the tenant living in the pastoral area of the original government area are Igbo’s who are substantially from Enugu while the remaining chance are people from other corridor of the country who must have come to settle in the area for the hunt of green ranges, similar as husbandry, trading, training and business. The original government comprises of different communities like Agbo- Ogwugwu, Mgbidi, Mmaku, Ihe, Ituku, Ozalla, Owerre Court, Mpu etc. The occupation of the people is tutoring, tilling, trading, civil retainers etc. The Awgu united union was formed in 1980 and it’s one of the first united formed in that area during that period and it’s end is to help to ameliorate the living standard of the people by indulging them into contributing plutocrat which is probably known as( Isusu), so that any member that’s in need of capital can take loan from the collaborative and after pay back without interest. After the 1980 united come another bone in( 1982) which is called the Umuene united after that came another bone in 1986 named Umuanioke united and all this tends towards enhancing the living standard of the pastoral residers and making life easier for them. This union has been noted to be a well honored union of the development of the pastoral area and also has help in extending arms to the less privileged in the pastoral areas. There was a remarkable thing done by these Awgu united union on September( 2002) they bought chairpersons and divisions for the whole primary academy in Awgu Local Government Area, also in December 2004 the Awgu united bestowed bags of rice and wrappers to the widows in the pastoral areas. The Agwu history is commodity one can not forget in a haste, the people of Awgu are people of integrity, honesty and responsible, as I was told the Awgu people are known for their hard work, zeal to help one another and have the spirit of oneness and believe in cooperation from the below suggestion it means that they live a life good of emulation.

 

STATEMENT OF THE PROBLEM

 

Through the pastoral residersnon-governmental associations have continued to play a significant part in pastoral development by producing food and agrarian raw accoutrements for import and original consumptions but yet so numerous pastoral areas still warrant the introductory amenities of life similar as good roads, postal services and communicatione.g. MTN Network, Nitel, Glo, Airtel, Etisalat etc Anyanwu( 1981). The unbalance in provision of these introductory amenities and infrastructural between the pastoral and civic areas have occasioned an unknown pastoral civic daft with a depressive goods on the pastoral frugality which the data has been established in a way whereby thenon-governmental organizational agencies is constrained in it’s sweats to give citizens with all the needed social and introductory amenities for comfortable living Anyanwu( 1992). The verity is thatNon-Government Associations have been established by colorful community members, who came together to congratulate the trouble government.
