Background of the study

In standardizing societies, the abstract vehicle that connects the rudiments of social change described over is popular practices which the political leadership must spread across the institutional geography of governance. therefore, normalized governance institutions would mean erecting institutions and rules that aren’t just effective but also fair, and that are developed through a popular process in which all people have a real political voice. Foremost among these institutions are an independent but reliable electoral system to superintend popular transition, and the institutionalization of an enduring legislative system to give the legal frame for popular good governance. Capacity structure and institutional renewal relate to the comprehensive reform of the public service to give the needed institutional support for popular good governance. The cooperation between the state, civil society and the organized private sector seeks to develop a triplex approach to governance- bone that draws on the implicit and relative advantage of the three sectors for sustainable development. therefore, republic as a form of government prides itself on its capacity to execute good governance – a conception constructed by the World Bank in its converse on development. The agreement arising from this converse is that good governance should engender an enabling governance terrain and furnish the needed institutional structure for sustainable development. Republic involves the occasion to share in decision making in the political process. It repudiates arbitrariness and despotism. It extols the concurrence of the governed and it protects mortal personality and values( Ake, 1991). Republic, whether liberal, African or ultramodern, includes equal occasion for all, abecedarian recognition of popular sovereignty, representativeness, maturity rule, nonage rights, popular discussion, right of choice between indispensable programmes, agreement on abecedarian issues, as well as basically periodic choices( Oke, 2005). The conception of republic confers the occasion to share in decision timber by all as well as those representing the millions insure good governance. Good governance is, among other effects, participatory, transparent and responsible, effective and indifferent, and it promotes the rule of law. It ensures that political, social, and profitable precedences are grounded on broad agreement in society and that the voices of the poorest and the most vulnerable are heard in decision- making over the allocation of development coffers.

still, Since the morning of the Fourth Republic on May 29 1999, Nigeria has continued to struggle with the delivery of popular governance and the republic tip – social weal, justice, equity, and equal access to coffers and power. frequently times, it seems as if the transition from military to mercenary rule has been simply ornamental due to the not too emotional scorecard of civil governance, therefore egging scholars to aver that Nigeria is yet to attain the status of a republic. After a decade of the current time, there’s a need to identify concrete challenges to popular governance in Nigeria with a view to contextualizing the core factors that continue to befog popular governance. While not trying to compare all likely denigrating factors,

Statement of the Problem

In Nigeria, sustaining the earnings of development through harmonious popular good governance practices remains a challenge that gapes the nation in the face. still, seventeen times of unbroken republic has handed the demanded motivation to place Nigeria on the line of sustainable development. therefore, as the nation struts into the end of the alternate half of two decades of popular revitalization, there are a host of issues on the development docket that the government has to contend with. These issues range from the corruption of leaders, poor labour discipline, the lack of entrepreneurial chops, poor planning and unskillful operation, unhappy programs, the stifling of request mechanisms, low situations of specialized backing, limited flux of foreign capital, environmental issues, social security and gender issues, poverty relief and structure development, to the veritably critical need to respond adequately to the current security challenge so as to guarantee a secure and healthy terrain for growth and development. On account of these social and profitable realities in the country, experimenters have proposed a democratization process and good governance that’s wide and deep- seated enough to radically ameliorate the political, social, and profitable conditions of the millions, which is needed for sustainable development. therefore, it’s upon this premise that seeks to examine the challenges of good governance and true republic in Nigeria.
