EFFECT OF UNETHICAL PRACTICES ON THE EFFECTIVE MANAGEMENT OF COLLEGES OF EDUCATION IN ANAMBRA STATE

CHAPTER ONE

INTRODUCTION

1.1 Background of the study

Nigerian Colleges of Education (COEs) are the third tier in the tertiary education hierarchy. The colleges’ mandate is to provide quality teacher education services to citizens of the country in order to award the Nigerian Certificate in Education (NCE). According to the Federal Republic of Nigeria (2004), the goals of colleges of education are as follows: producing highly motivated, conscientious, and efficient classroom teachers for all levels of our education system; encouraging further the spirit of inquiry and creativity in teachers; assisting teachers in fitting into the social life of the community and society at large; providing teachers with the intellectual and professional background adequate for their assignment and making them However, because teaching, in particular, deals with the shaping of human character, it must be founded on a solid, tested, and proven ethical framework that ensures the best atmosphere and trust in the teaching-learning process (TRCN, 2013). This means that in order for teacher education institutions – including colleges of education – to be effective, they must maintain good working ethics and high moral standards. In most cases, there is a situation (or situations) or extreme case where ethics in the workplace are highly bridged and unethical practices thrive. Ethics can simply be defined as a set of moral principles, particularly as they apply to human behavior. Work ethics is concerned with what is morally correct, honorable, and acceptable to the majority of people.

Rape, indiscipline, dishonesty, gangterism, staff criticism, gossip, sexual harassment and molestation related to abuse of office, plagiarism, drug abuse, cultism, intimidation, bribery and corruption, embezzlement of funds, greed, stealing, murder, assault, slander, fraud, examination malpractices and any kind of malpractice of any kind, kidnapping, and other issues are covered by ethical issues.

In light of this concerning trend and situation, the administration of teacher education institutions, including those in Anambra State, is jeopardized. However, there are several causes and factors that contribute to unethical practices in tertiary education institutions. Several acts of indiscipline were reported by researchers, with their roots in socio-cultural patterns in the political process, economic system, psychological orientation, family background, and leadership behavior.

The value system, legal/judicial system, and modernization process have all suffered as a result of management shortcomings, a lack of motivation, and a lack of commitment to religious tenets. This, however, has made achieving national development goals through teacher education through college of education difficult, as well as contributing to the low performance of Nigeria’s teaching professions.

1.2 Problem description

The problem of ethics is one of the major issues affecting the management of colleges of education in the Nigerian education system. Educational management is inextricably linked to educational management. In fact, if teacher education is to fulfill its purpose of meeting societal needs, it must be heavily involved with morality; otherwise, it will do more harm than good. More harm than good is done to society. This is what is happening in Nigerian education and most other African countries where ethical standards are slipping. The persistence of unethical practices in educational institutions has had an impact, influence, and consequences on the development and management of these institutions. Discipline, cultism, gangterism, disrespect and negligence of duty, corruption and bribery, examination malpractices and misconduct, office misconduct, theft, kidnapping, and assault, among other things, could be observed in various human activities in the COEs. There is an urgent need to find long-term solutions to curtail these unethical activities because they have influenced the quality of education, the effectiveness of teaching and learning, and the management practices provided in schools.

The educational system. As a result, this study seeks to investigate the impact of unethical practices on the effective management of educational institutions.

1.3 Purpose of the research

The primary goal of this research is to investigate the impact of unethical practices on the effective management of colleges of education. The study specifically seeks

1. To investigate the prevalent unethical practices influencing the management of educational colleges.

2. To identify the root causes of prevalent unethical practices in the College of Education.

3. To determine whether unethical practices have a significant impact on the management of colleges of education.

4. To propose potential solutions to the prevalent unethical practices in COEs.

1.4 Hypothesis of Research

H01: The extent of unethical behavior

Practices in colleges of education are scarce.

H1: There is a high level of unethical behavior in colleges of education.

H02: Unethical practices have no significant impact on the management of educational colleges.

HI: Unethical practices have a significant impact on the management of educational colleges.

1.5 Importance of the research

The study’s findings will be relevant to college of education management and leadership. This will enlighten them on the importance of operating an open system that promotes a good work ethical culture, standards, and value system in the COEs in order to avoid the influence of prevalent unethical practices on the effective management of the institutions. More specifically, other strategies such as instilling the proper value system through education and

Teaching, the use of effective sanctions against offenders, the development of a good organizational culture, the effectiveness of leadership in the management of staff and students, infrastructure development, and combating examination malpractice, among other things, can be used to control the prevalent unethical practices in institutions. The study will also inform the government about the importance of paying attention to colleges of education in order to help them achieve the goal of teacher education. The study will add to the body of knowledge and serve as a resource for students and other researchers conducting additional research in a related field of study.

1.6 The scope of the research

The study’s scope is limited to the impact of unethical practices on the effective management of colleges.

Education. The study, however, is limited to a few Anambra State colleges of education.

1.7 Study Restrictions

During the course of this research, the following factors may pose a limitation.

Financial constraint- Inadequate funding tends to impede the researcher’s efficiency in locating relevant materials, literature, or information, as well as in the data collection process (internet, questionnaire and interview).
Time constraint- The researcher will conduct this study alongside other academic work. As a result, the amount of time spent on research will be reduced.

Respondent attitude: The majority of respondents did not collect the questionnaires, and those who did collect them took great care in filling out and returning them, while others did not return theirs at all.

1.8 Terms Definition

Unethical Practices: Unethical behavior is defined as any action that deviates from what is considered right or proper for a person, profession, or industry.

Management is the process of planning, decision making, organizing, leading, motivating, and controlling an organization’s human resources, financial, physical, and information resources in order to achieve its goals efficiently and effectively.
