INTRODUCTION

1.1     BACKGROUND TO THE STUDY

Because education is such an important component of human resource development, it is critical that every child has the opportunity to reach his or her full academic potential (Elimu, 2008). Despite its efforts, the government’s goal of providing universal education has not been met. The contributions of many stakeholders in primary schools, including local communities, have been a “symptom” of a lack of teaching and learning resources as a result of poor academic achievement. This symptom must be thoroughly investigated to determine its underlying cause so that deliberate actions can be taken to correct the situation (Pediatr, 2005). It is undeniable that instructional materials influence students’ teaching and learning throughout their academic careers. When children are given the opportunity to study using multiple senses, they learn more quickly and easily. Furthermore, the instructor is helped to overcome physical obstacles that may have hampered his ability to effectively convey a specific topic (Haki, 2003). According to the National Policy on Education, one of the philosophies of Nigerian education is “the development of the person into a sound and productive citizen.” Social studies was incorporated into the curriculum. Instructional materials, according to Orakwe (2000), are “society-sourced information repositories used to impart desired information to students during classroom teaching.” According to Agwu (2001), instructional materials are textbooks, workbooks, charts, audio visual aids, chemicals, specimens, and other relevant items that will pique students’ interest and should only be introduced by the teacher at the appropriate time. Software and technology are examples of learning materials that are used to make classes more relevant and understandable for students. They are devices that appeal to multiple senses and aid students in conceptualizing, perceiving, internalizing, interpreting, and transferring their knowledge.

1.2 THE PROBLEM’S STATEMENT

Scholars, researchers, and business educators are concerned about the lack of instructional resources that guarantee academic program certification and reaccreditation (Otluoglu, 2002). However, there have been reports of deplorable conditions in Nigerian public educational institutions, particularly secondary schools, as a result of insufficient or complete lack of instructional resources in the teaching and learning processes. According to Solomon (2014), one of the most pressing issues confronting schools is a lack of infrastructural amenities, as well as the ongoing failure and deterioration of current instructional facilities.

This has had an impact on students’ success and academic performance. In light of this, the goal of this research is to identify the factors that influence the scarcity of teaching and learning instructional resources in the classroom.

1.3 THE STUDY’S OBJECTIVES

The primary goal of this research is to identify the factors that contribute to a lack of teaching and learning instructional resources in the classroom. The study’s specific goals are as follows:

i. Identify the factors that contribute to the scarcity of instructional materials for teaching and learning.

ii. Learn about the learning and teaching materials available in secondary schools.

iii. Investigate the strategies used in primary schools to increase the availability of teaching and learning materials.

1.5 THE STUDY’S SIGNIFICANCE

The findings of this study are noteworthy in several ways: First, the study will inform educational planners, policymakers, and other education stakeholders about the current state of educational resources in primary schools, as well as how this affects the teaching and learning process, allowing them to take appropriate action. Second, the study informs education stakeholders about the factors influencing the scarcity of teaching/learning resources, allowing them to devise effective solutions to the problem. Finally, it

will contribute to the body of knowledge regarding the role of educational resources in providing high-quality education. Fourth, this study lays the groundwork for future research on instructional resources in elementary and secondary schools.

1.6 THE STUDY’S OBJECTIVE

This study will take place in Ogun State, with secondary schools in Abeokuta North LGA being used.

1.7 RESTRICTIONS OF THE STUDY

Over the course of the studies, obtaining funding for general research activity will be difficult. Correspondents may also be unable or unwilling to complete or submit questionnaires sent to them. However, it is expected that these constraints will be overcome by making the best use of available resources and devoting more time to research than is currently required. required. As a result, despite these constraints, it is strongly believed that their impact on this research report will be minimal, allowing the study’s purpose and importance to be met.
