Chapter One

Preface

Background of the study

One of the challenges facing public development and profitable growth in Nigeria is corruption. The former military governance of 1983- 1998 justified their defeat of the government on the base of corruption. In addition, the former President, Olusegun Obasanjo, during his first term induction speech linked corruption as “ the country’s biggest problem, that pervades all aspects of mortal life from the home to both public and private institutions ”( Igbuzor, 200821 and Adebayo 200594). The corruption has come a wide miracle that has deeply percolated into the core of society and has nearly come the normal way of life. Preye Inokoba and Weleayan Ibegu( 2011283) have observed that “ corruption generally has eaten so deep into Nigeria ‘s body politics that its practice is seen more like a societal norm than an exception. ” People have internalized the belief that hard work, honesty and integrity, which contribute to the substance of mortal kind, are no longer good principles since one can do veritably little to get or earn so much. loose practices in Nigeria include bribery, fraud, embezzlement, highway robbery, favoritism and nepotism( Aluko, 20095). These practices have affected public development, political stability and good governance performing in severe rigors, a high rate of severance, the aggravation of poverty and inequality, and poor service delivery, for case in the provision of electricity and water.

The Police is one of the most important institutions in the society. They’re entrusted with the right to cover the citizen indeed when that involves the use of violence. further is anticipated of the Police than utmost ultramodern professional jobs. They’re anticipated to be stalwart and not show any mortal emotion like fear, shock, surprise, etc indeed in the face of serious tragedies like death, disfigurement, etc. really, peace, safety and security are both necessary and necessary conditions for development and the attainment of good quality of life for any mortal society. They give the needful enabling terrain for citizens to live and work towards social, profitable and political development of the society( Groenewald & Peake, 2004). The significance of peace, safety and security to humanity can not beover-emphasized as the socioeconomic and political development of any society depends on the security system available in similar society. By the same commemorative, their absence stifles the mortal capacity to develop and heavily compromises the development and quality of life of both individualities and society. likewise, instability impacts negatively on all citizens through losses of property, life and branch, or through loss of confidence from fear of violence. It’s against this background that the delivery of safety and security is considered a maintainable public good and the veritably substance of the state( Lubuva, 2004). mortal safety and security are indeed mortal rights having a value of their own and serving an necessary function in the construction of mortal pleasure and substance( Odinkalu 2005)

The Nigerian Police Force( NPF), in malignancy of the major part they’re needed to play in guarding the public and in the conservation of law and order, are frequently viewed by the public as a loose institution. This is because there are diurnal reports in the media of abuse by the police. The loose practices within the police department in Nigeria is so aboriginal that despite the multitudinous sweats made by the government in policy and nonsupervisory control, corruption remains delicate to manage. The failure of the government strategies to reduce corruption makes the issue of police misconduct an ethical challenge. The experimenter’s thesis in this study is that the colorfulanti-corruption strategies haven’t touched the core of society, considering the extent of police corruption in recent times. The experimenter argues that there’s need for policy makers to extend the hunt for the result to traditional culture to see if whether it offers certain values that can challenge corruption in the contemporary Nigerian Police Force. In other words, there’s a need to explore other approaches that have the eventuality to contribute values that will be effective in reducing police corruption.

Statement of exploration problem

The Nigerian Police Force( NPF), in malignancy of the major part they’re needed to play in guarding the public and in the conservation of law and order, are frequently viewed by the public as a loose institution. This is because there are diurnal reports in the media of abuse by the police. The essential loose tendency of its rank and train, Allegations are replete of police officers demanding backhanders from malefactors, allegations of the police demanding plutocrat from business malefactors, etc. more so, dropping the image of the force prevents it from efficiently performing its duties. The failure of Nigerians and the patient disinclination of the public to report crimes no doubt contribute to the inefficiency of the force. numerous people are hysterical that an honest citizen who reports a crime, rather of being praised, is at times turned into a suspect. Because of the attendant impacts regarding this, numerous citizens may watch a crime taking place and yet turn a eyeless eye to it. Another failing of the force is lack of sophisticated outfit to fight crime. Police warrant a workable and effective communication network. The walkie- documentary, apre-requisite for an effective force, is lacking. A mobile system of transportation is also lacking. And some of the functional ordnance that the police carry are shy and easily out- model or obsolete
