The thematic thrust of the imperative exploration is on the donation of methodical and comprehensive critical analysis of the legislative process and popular principles in Nigeria politics. Critical appraisal of the council an important organ of government in popular process in Nigeria is vital for the upliftment of political and socio- profitable development of Nigeria. Beside the part of law- timber which is traditionally associated with the council from age, it’s also an instrument for representative government. With the return of popular rule in Nigeria in may 1999, numerous have hoped that the tips of republic would manifest in Nigeria, albeit the legislative chamber in Nigeria. still, this has remained an vision as nearly ten times of popular rule in the country has failed to change the fortune of the millions. It’s rather disappointing, negligence and largely unfortunate of the legislative arm of government in Nigeria. This has needed this study to give empirical factors that has made the Nigeria legislative arm ineffective in changing the lots of the millions and in furnishing for quality representation. thus, this exploration work has examined the popular process in Nigeria with emphasis on the council from 1999 – 2006 indeed till date. The work examined the performance of this arm of government, the factors that have affected it and some of the achievements of the council during this period.

The council is an important arm of government in the popular process empowered to make, change, or repeal its laws and to levy and regulate its levies. Beside the part of law timber, which is traditionally associated with the council from age, it’s also an instrument for representative government. It’s thus not debatable that the ultramodern houses are the machine of republic in our contemporary world moment.

 

With the return of popular rule in Nigeria in May 1999, numerous had hoped that the tips, which republic confers on the society would manifest in Nigeria, albeit the legislative chamber in Nigeria. still, this has remained an vision for the once eight times of popular rule in a country which failed to change the fortunes of the millions.

 

Anyhow of the central position of the council in our popular process; especially in this current popular period, no empirical studies have been conducted to examine the Nigerian council with a view of furnishing an empirical account for its effectiveness. Rather studies have concentrated on the superintendent and the electoral process, ignoring the council.

 

It’s rather unfortunate, neglect of the legislative arm of government in Nigeria has needed this study to give empirical factors that have made the Nigerian council ineffective in changing the lost of the millions and in furnishing for quality representation.

 

To achieve this end, the following questions have been designed to guide the exploration work

 

1) To what extent has the Nigerian council performed its part in the popular process in the country?

 

2) Are there factors that regard for the ineffectiveness of the Nigerian council?

 

3) What’s the achievement of the Nigerian council since the return of republic in 1999?
