Chapter One

Preface

Background of the study

The present situation is that however, government has been introducing colorful measures in respect of this reform programme, utmost especially in banking connection, the issue of due process and fiscal responsibility were also introduced in order to insure translucency and responsibility within the Nigeria frugality has not been adequately visited.

Premchand( 2010) observed that the capacity to achieve full responsibility has been and continues to be shy, incompletely because of the design of responsibility itself and incompletely because of the widening range of objects and associated prospects attached to responsibility. He further argues that if responsibility is to be achieved in full including its formative aspects, also it must be designed with care. The ideal of responsibility should go beyond the picking and sharing of officers, or the pursuit of sleaze, to a hunt for durable advancements in profitable operation, to reduce the prevalence of institutional recidivism. The future of responsibility consists in covering the macro aspects of profitable and fiscal sustainability, as well as the micro aspects of service delivery. It should image a three- league structure of responsibility that of functionary( both political and regular civil workers), that of intra-governmental connections and that between government and their separate houses.

According to Sanusi( 2004) in a factory on “ translucency of Financial reporting in the fiscal services assiduity ”. The banking assiduity plays a central part in marshaling coffers for the creation of profitable growth and development of any nation. This emphasize the two need for effective regulation and supervision to insure soundness and stability. The rendition of accurate and timely returns to the achievement of the thing.

In Nigeria, the Central Bank and other administrative agencies are primarily responsible for the regulation and supervision of Banks and other fiscal institutions, the external adjudicators on their part are ladened with the part of reviewing the institution’s records and preparing the fiscal statement from where opinion is formed on the delicacy and cleverness of the fiscal statement.
