Abstract

In spite of the significant advantages that budgeting has on planning and ensuring that electronic services are accessible in Nigerian libraries, the use of budgeting effectively and efficiently to improve electronic services in the libraries still faces some challenges. This study will examine the effects of the budgeting shift on library electronic access. Users may not be happy as a result. They would also be unable to fulfill their personal ambitions or achieve self-actualization. As a result, libraries in Nigeria might not be able to have a significant impact on the growth of the country.

 

Introduction to Chapter One: 1.1 Background to the Study

 

This essay focuses on the requirements or factors that should be taken into account while budgeting, technical services provided by a consortium, and best practices in budgeting.

A budget serves as a plan or direction for managing finances. Libraries must budget for these services since they require money to offer electronic and other services. A budget can be described as both “the overall picture of allocations (for expenditure and income)” and “the financial allocation for specific purpose or purposes during a given period” by Fletcher (1990).

Libraries definitely need a budget despite being service-oriented and having few or no goals or purposes that generate income. An important source of revenue for the library system is the provision of services related to electronic materials. Budgets at libraries are becoming an ever-more-important necessity.

Budgets for employees and materials, which include purchases, services, and equipment, must be effectively split. Decentralized financial management in libraries is growing. Current trends offer divisional, sectional, and unit librarians some financial power. Budgeting for library technical services is done within this framework.

Rosenberg & Raseroka, 2000; Ubogu, 2003; Smallen and McCredie, 2003; Emojorho, 2004) conducted a number of research on budgets and funding of library services, but budgeting for technological or electronic services has gotten less attention. The line-item budget is the main topic of debate when it comes to budgeting for technical services.

 

1.2 Situation Of The Problem

This study will examine the effects of the budgeting shift on library electronic access.

There are many issues currently with electronic acquisition and implementation in libraries. The goal of this study project is to identify some of the barriers preventing Nigerian libraries from offering effective electronic services. The issue of not having enough money to cover the budget shift for supplying electronic materials is one of the militating reasons impeding the impact of electronic access on Nigerian libraries. Epileptic power supplies can pose a threat to the Library’s ability to access electronic resources.

Users may not be happy as a result. They would also be unable to fulfill their personal ambitions or achieve self-actualization. As a result, libraries in Nigeria might not be able to have a significant impact on the growth of the country.

2. Evaluate how budgeting affects the availability of electronic resources in libraries

3. To assess the weight placed on electronic resources in the library budget.

4. Identify the issue preventing libraries from providing effective access to electronic resources.

5. Examine how budgeting might be utilized to improve library patrons’ access to electronic resources.

6. To determine the challenges the library administration faced when creating a budget for electronic and other services.

1. How effectively are the electronic resources being used in the library?

2. How does funding affect the availability of electronic resources in libraries?

3. How much weight does the budget for libraries assign to electronic resources?

6. What difficulties did the library management have when creating a budget to support the accessibility of printed and other materials?

 

1.5 Relationship To Other Studies

Researchers, state governments, directors of state library services, librarians working in libraries, and library managers will all benefit from the study’s conclusions. In particular, the findings will be helpful to librarians in libraries in that they can put the recommendations into practice to enhance the effectiveness of their operations and the services they provide to patrons. Additionally, it will allow them to stay current with industry standards, fully preparing them to provide effective services to library users.

Researchers in the fields of librarianship and information science will benefit from the study’s findings by using them to pinpoint the gap(s) that still need to be filled. It will also give researchers the chance to observe how this study relates to previous studies that have been done in the field, allowing them to pinpoint the areas that require more research. This research is the researcher’s contribution to the body of knowledge regarding the budgetary shift for electronic services in libraries, and it will be helpful to researchers as a source of information.

 

1.6 The Study’s Scope

This study uses Oyo State College of Agriculture and Technology, Igboora as a case study to examine how budgeting changes affect library patrons’ access to electronic resources.
