The Effect Of Contract Planning On Construction Project Performance

 

Abstract

 

This study examines contract planning on construction systems from guests ’ perspective and its goods on performance. The objects are to determine the contract planning practices applied in the Nigerian construction assiduity, assess the mindfulness and operation of contract planning tools and ways applied by guests on construction systems, estimate factors affecting contract planning practices on construction systems and determine its goods on performance of construction systems. A questionnaire check administered to a sample of 120 construction professionals and customer representatives named by stratified arbitrary slice from the population of guests in Owerri construction assiduity is used and anatomized using deducible and descriptive statistics, and eventually spearman ranked correlation test was use to estimate the results. The findings of this study reveals that only about eight( 8) of the estimated contract planning tools and ways are substantially used by guests, which are; work breakdown structure, point layout, plan, threat operation plan, mortal resource plan, system statement, cost operation plan, factory schedule, material schedule, and labour schedule. still, it also reveals their position of use and the factors affecting contract criticizing practices, eventually the results shows that contract planning from guests ’ perspective has a significant effect on construction design performance in terms of cost savings, design delivery time, quality, compass of the design and guests satisfaction. The study recommends contract planning practices as a means for maximizing and perfecting the performance of construction systems.

Background of the Study

 

Ashworth, Hogg, and Higgs( 2013) described the construction assiduity as one of the most important sectors of the frugality, which integrates a wide variety of professed and unskilled professionals. These professionals engage in the provision of goods and services ranging from construction, revision, refurbishment to repairs of structure and civil engineering structures. All these professionals work together under colorful types of contractual agreements to appear the customer’s detail and deliver the design. Each construction design is unique and has its main objects are outlined by the customer grounded on design circumstances. Amongst the most common objects of any successful design are deliveries at the right time, within authorized cost and meeting the imaged quality norms( Love 1998). Construction systems, like all others, aren’t pitfalls free and thereby can affect to fiscal loss. Construction pitfalls are events that generally impact any or all of the design objects. threat events could either be positive in terms of openings or negative in terms of pitfalls to either or the entire design objects( Hillson 2002).

 

Significant proportions of factors impeding design performance in the construction assiduity are traceable to conduct and inactivity of top stakeholders in the sectors. One aspect where stakeholders have failed in its liabilities relates to contract planning. Contract planning According to Simmons( 2007), refers to the process of totally and efficiently managing contract creation, prosecution and analysis for maximizing functional and fiscal performance and minimizing threat. Contract planning processes are the conditioning way taken during contract planning, this is divided into two( 2) phases PMT( 2006) which are thepre-contract planning andpost-contract planning on guests perspective and contractors perspective, but in the cause of this design we will be looking at the guests perspective, The exploration literatures in construction design operation is replete with enterprises about poor or ineffective contract planning( Idoro, 2009; Idoro, 2012; & Dalibi, 2016). utmost countries in the Middle- East and some part of Africa don’t use design planning and operation ways in the delivery of construction systems( Sayegh, 2008; Laryea & Hughes, 2009). The result culminates in design failures, ceaseless claims for variations, huge fiscal losses and occasionally results in ruin of guests and Contractors Ashworth( 2007).

 

Several academic and professional literatures have developed in the field of effective contract planning and operation within construction surrounds. The degree of operation of contract planning and operation ways by contractors especially, was set up to differ in colorful construction diligence across the globe( 2008). Against this literature gap thus, this study is conducted to estimate the effect of construction contract planning on design performance in Imo State.

 

Problem Statement

 

Contract planning in construction systems is racked with habitual inefficiencies that impact the performance of design delivery. These prolonged issues are a result of two possible concern, low mindfulness and operation, and exogenous and endogenous factors impacting contract planning. Ashworth( 2007) reported that the use of formal contract planning and operation ways in the UK construction assiduity is low. The result culminates in design failures, ceaseless claims for variations, huge fiscal losses and occasionally results in ruin of Contractors Ashworth( 2007). This situation is more current in redevelopment systems due to the ineluctable problems of unanticipated fresh work, inordinate conditions and compass operation issues, design backing not aligned with design plans, detention, structural failure, cost overrun,etc.( Naaranoja & Uden, 2007). These problems or misgivings, among others, increase the design threat and make their operation pivotal if success is asked . Several systems in the casing and roadsub-sectors across Nigeria have witnessed huge investment of public and private finances without commensurable result expended. This huge expenditure and apparent failure in the primary objects of the design led to complaints, inquiry panels and posterior abandonment of the design. According to Obi( 2014), the rate at which design detainments, failures, cost overruns and abandonment are endured on numerous systems handled by indigenous structure contractors and guests in Imo State Nigeria is relatively intimidating.

 

A successful design is a design that has been completed on schedule, within budget, compass and satisfied the required quality( Allan 1991, 2004; Hatush & Skitmore 1997; Doloi 2007). systems that don’t deliver the needed value they promise and of course don’t realize their original objects are each failed systems, in other words for a design to fail one or all of these element time, cost and quality have failed( Frank 2011).
