Abstract

 

It’s because of social issues like profitable inequalities, severance that made the state to intrude in frugality of Nigeria. Government chose public sector as a means or medium for profitable and social development due to poor directorial skill, weak technological base etc, this enhanced the zeal to establish colorful enterprise institutions in Nigeria. also, due to shy capital and lack of finance, public enterprises in Nigeria are brazened with numerous problems by the workers, directors and political hindrance in affairs of public enterprises. The design title is the policy of privatization and commercialization of public enterprises in Nigeria An appraisal of telecommunication. The problems are; is political hindrance and mismanagement of coffers responsible for the poor performance of public enterprises in Nigeria? Could policy of privatization and commercialization enhance the effectiveness of public enterprises? Structural-functional proposition is used as suitable frame of analysis for the policy of privatization and commercialization of public enterprises in Nigeria. The experimenter reviewed some applicable handbooks, also used the secondly system of data collection. He set up out that privatization is seen as means to harness frugality or as measure to increase effectiveness of the public sector or association. Also, the privatization and commercialization has bettered the eventuality, the effectiveness and service delivery in Nigeria by making telecommunication fluently accessible and affordable. These are the recommendations; as the privatization is in the hands of many individualities government should insure that before granting the license or occasion, they should examine and elect the competent people who’ll handle private enterprises and not people of questionable character. The only thing left is for government to hands – off from those enterprises as supported in the current or present privatization and commercialization exercises.

Background of the Study

 

The significance for the establishment of public enterprises or pots was felt in 19th Century and there later. There were a lot of paroxysms in European society because of industrialization and urbanization. Social issues like severance and profitable inequalities needed state intervention in husbandry. Britain is extensively appertained to as the father of public enterprises.

 

A good number of African Countries chose the public sector for profitable and social development. This account for the reason why numerous further functions like artificial product, transport, social services, communication etc were assigned to the state in addition to its traditional functions like security, justice etc.

 

Despite the several exercises of Nigeria profitable programs to promote husbandry, diligence and other conditioning, government still depend on monoculture commodity( oil painting) which failed to give good capital investment and development due to weak technological base, poor directorial skill etc. This promoted or enhanced the desire to establish colorful enterprises and massive establishment of government agencies and institutions. 1979 constitution of Nigeria described the sanctioned operating of these enterprises and public retainers they managed as well as private enterprises. After reviewing the performance of the Nigeria Railway Corporation in 1967 the commission that carried out the exercise recommended that pot should have an Executive Board whose Chairman would also be the Chief Executive.

 

The government enterprises bear constant fiscal backing for the smooth handling. Due to shy capital and lack of fiscal autonomy public enterprises in Nigeria are brazened with a lot of problems, by directors and workers, government hindrance, shy capital, technological limitation, and political hindrance in the affairs of public enterprises in Nigeria.

 

Since monoculture frugality can not meet the demand or induce large sum of profit to run the frugality or by public enterprises, the government seeking ways to reduce the rapid-fire increase of bad frugality by espousing policy to boost our frugality.

 

Privatization and commercialization programs are espoused by civil government as a remedy to problems that radiated from public enterprises. There are profitable programs which grant full autonomy to public enterprises so that they can operate without government annuity, control and hindrance which eventually redounded in effective provision of service and high productivity that contribute to public growth and development. Although, these two generalities have identical pretensions and purpose, that’s provision of effective services to the public, high productivity and profitability, yet, they’re different in nature and character.

 

The Federal Government of Nigeria in( 1988) through DecreeNo. 25 set up the Technical Committee on Privatization and Commercialization( TCPC). The TCPC was charged with the responsibility of privatization and commercializing some named government enterprises. The main reason was to promote lesser effectiveness and productivity in the public enterprises.

 

Statement of Problem

 

Public enterprises were established by the Federal Government especially in the 1960s and early 1970s when the public sector was seen as a major contributor to profitable growth and socio- political stability. The public enterprises of Nigeria set up by government to perform definite social and profitable functions for the public.

 

The functions that informed the establishment of these public enterprises are to control the coffers and raise finances for the provision of certain structure installations particularly in service taking heavy fiscal investmente.g. Railway, Electricity, Telecommunication  etc. also, to perform the function of generating profit that will add for backing development programme and systems as veritable instrument for creation of jobs.

 

thus, since those functions aren’t performed, creditable, or efficiently privatization and commercialization policy is introduced by Federal Government of Nigeria. In relating the problems militating against their performance, the problems are stated easily below

 

1) Is political hindrance and mismanagement of coffers responsible for the poor performance of public enterprises in Nigeria?

 

2) Could policy of privatization and commercialization enhance the effectiveness of public enterprises?

 

3) Does the privatization and commercialization ameliorate the eventuality, the effectiveness and service delivery in Nigeria telecommunication?

 

Ideal of the Study

 

There are some certain points and objects for which the experimenter embarked on this work similar as

 

1) To ascertain if political hindrance and mismanagement of coffers is responsible for poor performance of public enterprises.

 

2) To ascertain if privatization and commercialization could enhance performance of public enterprises.

 

3) To discover if the privatization and commercialization of public enterprises has bettered the effectiveness of service delivery.
