Members of working class are individualities who are deeply engaged in paid employment substantially in work place and associations not their own. These places could be in the private or public sectors of the frugality. These workers are remunerated on fixed stipend or hires rather of on commission or profit base. They open the better part of their active life working for the growth, development and expansion of their association. For their benefactions to the progress for these associations they admit nearly nothing in return other than hires and/ or stipend. hires and stipend are prices paid for their training, qualifications, gests , threat taking, productivity and their otherx-efficiency benefactions to the overall development of their areas of employment as well as other sectors combined. still, they aren’t meetly compensated for their benefactions and grounded on this, they can not be suitable to invest in other business gambles that will yield gains to them for the stormy days during the post withdrawal period and so, they face a lot of problems.

 

Retirement is an ineluctable fact of life every hand must look forward to experience, it further confirms that whatever that has a morning has an end. But due to unpreparedness and lack of acceptable compensation on the part of the employers, there pullulate problems in the post withdrawal period and these made numerous retiring workers see withdrawal as the ultimate end of their careers and lives. It’s phenomenal in Nigeria that there are army of sheltered government workers and preceptors who haven’t entered their withdrawal benefits after five( 5) times. These people are made to suffer excruciating processes of verification and rejuvenation and in the end some of them die without indeed collecting any benefit.

 

Background Of The Study

 

The civil Government in 1988 through Decree N0.31 established National Primary Education Board, and the State Government through Edict established the State Primary Education Board and they manage the affairs of tutorial andnon-tutorial staff of primary academy by paying them hires. These establishments were witnessing some reforms in their administration until 2004.

 

still, in 2004 there was another remarkable event and this was the establishment of Uniform Contributory Pension Scheme for both the public and private sectors throughout Nigeria. Contributory pension scheme is in vogue now where government contribute seven and half percent(71/2) of the hand’s introductory payment on a yearly base while workers shall contribute the same. In this regard, the exploration work intends tox-ray the problems facing retirees, causes goods and possible result to the problems of withdrawal in Enugu State Civil Service.

 

Statement Of The Problem

 

There were numerous cases of frustration, profitable difficulty, stress allocate to the retirees which in utmost times redounded to early deaths while in pursuit of their withdrawal benefits. This constitutes a lot of problems in the operation of their homes and the society at large. It thus, becomes necessary to examine the problems which under hypotheticals might be responsible for these. Looking at the situation of this country one can astronomically say that the operation is incapability to prepare the prospective retirees for withdrawal while in service have contributed immensely to both physical and emotional stress. Some people’s opinion hold that the problem should be tagged inaccurate data while some are of the view that it was as a result of non perpetration of withdrawal benefits. therefore it’s upon this premise that this study seeks to examine the problem of withdrawal in the Enugu State Civil Service

 

Ideal Of The Study

 

The broad ideal of this study is to examine the problem of withdrawal in the Enugu State Civil Service. Specifically the study seeks to

 

1. To find out the nature of withdrawal challenges among retirees in Enugu State.

 

2. Determine if non perpetration of withdrawal benefit contributes to retiree stress

 

3. probe if incapability of Enugu State civil service to handle pension operation contribute to retiree problems.

 

4. Identify the strategies employed by the retirees to manage the post withdrawal challenge.

 

Significance Of The Study

 

The need to substitute the nature ofpost-retirement stress can not be over emphasized because of its recrimination on the significant demography of the growing population. Several population repetitions have constantly shown that the retirees enthrall a significant proportion of the country’s population. This study on the nature/ type of operation strategies used by retirees and the comforting recrimination is timely now that a lot of enterprises have been raised on the weal of the retirees. The Federal Government has reviewed the failure of once programs on pensions with a view to experimenting new scheme. The current Pension Scheme legislated by Federal Legislature is anticipated to address the problems of non release of pensions, irregular payment of entitlements, corruption in pension administration that have farther bankrupted the socio- profitable conditions of the retirees. Findings from this study will enrich the current data base on pension operation. It’ll also serve as a useful document for pension directors, government and retirees on how to handle pension issues in the country
