The emergence of electronic- data(e-data) processing system is an answer to the dire need for tools and indispensable ways to ameliorate man’s well- being and conditioning as a whole. It has relieved workers of the stressful routine of collecting, organizing and managing data. According toNmajuet al( 2013), piecemeal from tutoring and researching which are the primary conditioning inhigher institutions, there are other important conditioning similar as managing of scholars ’ data, shadowing of scholars ’ progress at each position, as well as other executive and directorial conditioning. In the developed countries of the world, these conditioning are automated. This, still, isn’t the case in the developing countries as apparent in Nigeria where utmost institutions still borrow the homemade system of managing scholars ’ data which is time consuming and demanding, and are frequently prone to a variety of crimes and disasters. Hence, there’s a need to duly address these failings. The result to these failings lieson an effective information operation system which has paraphrase generation as one of its modules.

According to Microsoft Encarta( 2009), a paraphrase is an sanctioned document showing the educational work of a pupil in a academy or council. It’s used when there’s need for sanctioned academic conduct to be taken similar asinter-departmental,inter-faculty orinter-university transfers, proficiency awards and advanced academic pursuit. It must display the scholars ’ full name, academic program and the university’s name along with paraphrase legends keys grading scales published on the rear side that explain the course numbering system, credit types, grading systems, institutional educational indicators, bowdlerizations and symbols, special credit memos, and transfer credit as well as other applicable information.
