Abstract

This study was carried out to examine indispensable backing of public libraries using Rivers State Library, Port Harcourt as case study. Specifically, the studywas aimed at probing the need for an indispensable backing sources of public libraries, probe the different indispensable backing sources of public libraries, probe the challenges of indispensable backing of public libraries, and proffer possible results to the linked challenges of indispensable backing of public libraries. The study employed the check descriptive exploration design. A aggregate of 30 responses were validated from the check. From the responses attained and analysed, the findings revealed that the need for an indispensable backing sources of public libraries is that it helps to enhances service delivery, Enables provision of necessary structure, Enables provision of current books, Helps in conservation of staffs and library, and enhances overall performance of the library services. Also, the different indispensable backing sources of public libraries include; freights for Services, Private Donations, Government subventions, and Commercial and Foundation subventions. likewise, the challenges of indispensable backing of public libraries includes; librarian’s station, shy humanitarian culture of Nigerians, shy structures for effective and effective responsibility and translucency, Unco-operative station of those involved in the fund- raising process, shy time to plan the due to head librarians term in office, and government station towards library development in Nigeria. The study thus recommend public libraries, as a matter of necessity should seek other sources of backing to condense the traditional sources which are hardly acceptable to give ultramodern installations that will make the libraries ICT biddable. This they can do by commercialising their services to include those handed by private individualities or associations within their demesne. similar services may include photocopying, printing of documents and card product. Moreso, there’s also a need for further advocacy and hype in the mass media on the pivotal part of libraries in the functional effectiveness of their countries. Through similar mindfulness programmes, profit- acquainted commercial establishments andnon-governmental voluntary associations could be mustered to give fiscal backing to Nigeria’s Libraries.

Library is a literacy institution equipped with treasures of knowledge, maintained, organized and managed by trained labor force to educate the children, men and women continuously and help in their tone- enhancement through an effective and prompt dispersion of information embodied in the coffers. This is an instrument of tone- education, a means of knowledge and factual information, a center of intellectual recreation and a lamp of enlightenment that provides accumulated saved knowledge of civilization which accordingly enriches one’s internal vision and dignifies his habit, geste , character, taste, station, conduct and outlook on life.( Islam, 2004).

The public library is a social institution that’s inextricably linked to the political and social reality of the communities in which it exists. This is an open- to- the- public library, as the name indicates.

” Those which serve the occupants of the community or region free of charge or for a modest price,” according to UNESCO( 1966). It’s a public library intended to serve the entire public.

” Public libraries that serve the public are sustained by government annuity, external rates or impositions,” according to Oduagwu( 2002). He went on to say that a public library is occasionally appertained to be a poor man’s university. Its clientele is different, with little regard for race, position, or rank as to who would avoid using its services. It carries every imaginable thing that contributes to society’s knowledge, education, exploration, information, and artistic conditions. In Nigeria moment, each of the 36 state Win the country including Abuja has a public library board established under the public library act as United Kingdom( UK), but then in Nigeria, library board of countries is established by edit or laws made by the countries lawmakers.

Oparaku et al( 2005) defined a public library as “ an institution that’s set up by the government through enabling law, funded and mentioned anticipated to meet the educational, instructional and recreational requirements of its community ”.

STATEMENT OF THE PROBLEM

In numerous public libraries, the popular allocation released as when due, and this in turn detainments the perpetration of the program of those libraries when finances has redounded in deficit applicable handbooks as presently being endured by people and experimenters who are in need of the material. Also poor appreciation of the service of the library by those at the helm of affairs, low societal conditions of the libraries in public libraries in Nigeria pose problems to backing of public libraries.

This study will be of benefit to the government and policy makers in Rivers State and other countries of the Federaion of Nigeria to come to the understanding the applicable of an indispensable sources of backing for public libraries in the countries. This study will also enable Librarians to abide by the rules of responsibility and translucency in managing the different finances that will be coming to public libraries. This study will also help the government to identify the challenges of indispensable sources of backing for public libraries and concoct a measure to working them. This study will further add to being literature on this content and serve as a reference material for futher exploration on this content or affiliated sphere in the future.

Limitations Of The Study

Like in every mortal bid, the experimenters encountered slight constraints while carrying out the study. inadequate finances tend to stymie the effectiveness of the experimenter in sourcing for the applicable accoutrements , literature, or information and in the process of data collection( internet, questionnaire, and interview), which is why the experimenter resorted to a moderate choice of sample size. More so, the experimenter will contemporaneously engage in this study with other academic work. As a result, the quantum of time spent on exploration will be reduced.
