According to Afe( 2021), preceptors have been shown to have a significant influence on pupil academic performance as well as a critical part in the education set norms because the schoolteacher is eventually responsible for rephrasing policy into action and principles grounded on practice during relations with scholars. Constant strike conduct by preceptors, a high waste rate, and a poor work station by preceptors are other pointers of an inferior state of academic morale and a failing standard in the academy system. Early academy closures, examination malpractices, absenteeism, truancy, and high schoolteacher development have been credited to poor and ineffective mortal resource operation in utmost secondary seminaries owing to a lack of proper planning, commanding,co-coordinating, and incitement and prices. thus against this background that this study seeks to dissect the part of mortal coffers operation in public secondary academy effectiveness

The findings of the study can be useful to both private and public academy directors. Chancing from the study will be significant in terms of monitoring and assessing preceptors’ professional conduct towards job description and satisfactory service delivery. The preceptors will through this study be suitable to estimate themselves, in terms of fidelity, commitment, discipline and job performance, try to ameliorate on areas ofdeficiencies.The general public and specifically parents will profit from this study because of its benefactions to quality education services.

Limitation Of The Study

The significant constraint was the skimp literature on the subject owing that it’s a new converse therefore the experimenter incurred more fiscal charges and important time was needed in sourcing for the applicable accoutrements , literature, or information and in the process of data collection, which is why the experimenter resorted to a limited choice of sample size covering only public secondary seminaries in education Bwari Area Council in FCT Abuja. therefore findings of this study can not be used for conception for other public secondary seminaries in other countries within Nigeria. also, the experimenter will contemporaneously engage in this study with other academic work will stymie maximum devotion to the exploration. Howbeit, despite the constraint encountered during the exploration, all factors were played down in other to give the stylish and make the exploration successful.
