Abstract

And Nigerian Anchorages Authority(N.P.A) being an association responsible for seeing to the affairs of our colorful ocean anchorages in Nigeria, have worked endlessly to make sure loadings are duly handled within much complain of damage or loss. To ease the operation of weight running in our ocean anchorages, experimenter took up this study by critically understanding the work, procedure involved, analysis of the colorful way and at the same time detecting problem in the present system and designing a new system that has result to the problem of the being system. The new design is motorized and is subject to revision at any given time. It also have this commerce point and accurate in it’s affair.

Preface

 

Nigeria Anchorages Authority is a government possessed association under the supervision of the civil Ministry of transport with responsibility of furnishing specific anchorages and labor services for the country’s meantime assiduity.

 

One of their multitudinous duties and major functions is the provision of Cargo Handling Docks installations. Right from the commencement of this company, the billing system has been manually reused. The harborage complex is in the early stage of robotization and the homemade system of preparing guests ’ bills are delayed.

 

A computer- grounded billing system is necessary for handling and preparing of accurate bills for guests. The new system will grease the prompt medication of bills, easy reclamation of information, security to vital information and resource sharing among the billing department.

 

Background Of Study

 

Once Port complex is located near Port Harcourt, Rivers State of Nigeria, the harborage is a natural harborage and was established about twenty times agone , originally with the construction and commissioning of the Federal Lighter Terminal( FLT) in 1982 and latterly the Federal Ocean Terminal( FOT) in 1996.

 

These two outstations handle lighter( lower) vessels and ocean- going vessels independently. The average draught of FLT is about5.7 m while that of FOT is about13.0 m being the cheapest in the West and Central Africansub-region. In this regard, the FOT is imaged to be attiacting further weight boat and business not only as a conveyance but also as a transshipment center in thesub-region. It still didn’t have any mechanical running outfit for billing.

 

The billing system is presently handling manually by the marketing department of this harborage. The marketing department of the harborage took over the function of profit billing from the business department in the 80’s. Their main function is to raise client’s bills of all statutory charges against harborage druggies for the services rendered to them. These services includes Reimbursement period at the number of days the consignment in within the harborage vicinity, NPA reinforcement running, transfer service, attestation, terminal delivery value added duty( Handbasket) and eclectic.

 

The part at which the bills are prepared with the adding number of client is insignificant. There are procedural ways in which these bills are being prepared. They’re the provisional bills of vessels, the final bills of vessels and the eclectic bills. A staff has to raise as numerous bills as the number of the client increases more importantly, detainments bring redundant cost on the importer, and this makes the importer feel disappointed when they come to collect their raised bills.

 

Hence, a thorough disquisition and analysis of the homemade billing system enables me to gain understanding on the true nature of their problems and design a motorized seaport billing system that would bring results to the problem essential.

 

Statement Of Problem

The main end of this study is to computerize Nigeria Anchorages Authority, Onne Port billing system in order to ameliorate their sale rate of services to their colorful guests.

 

Ideal Of The Study

 

The primary end of this design exploration is to develop a computer- grounded seaport billing system that will handle the bills raised for colorful guests specifically in NPA, Onne Port. A computer – grounded system can be ‘ batched ’ or ‘ interactive ’. A batch processing system is one where deals are accumulated into batches of suitable sizes, also each batch is sorted and reused as a simple unit. Batch processing has a degree of detention. Interactive systems are those which allow the stoner to input data in response to the information displayed on the screen.

Limitation Of The Study

 

During the course of this design work, the experimenter maundered with time and plutocrat constraint which nearly affected the progress of the work. Despite all odds, the experimenter was suitable to produce a defendable work.

 

Significant Of The Study

 

The need for a study of this nature can’t be over emphasized. It’s anticipated that with the designed system, one can realize some important goods of the motorized billing system. Some of the goods are-

 

· The chances of frauds of any kind will be drastically reduced as well as crimes on client’s bill.

 

· The new system saves time and facilitates the prompt caregiving of bills as detention brings on redundant cost to guests.

 

· The information inflow is well maintained and it enhances the top operation decision timber.

 

· The new system ensures ease of processing and hence ensures briskly processing of affair on guests staying to collect theirì ¥ ÁG particular property other than creatures.
