Federalism And Resources Control In Nigeria: Problem And Prospects

Preface

 

Federalism has come to be accepted as the most variable formula for managing with the problems associated withmulti-ethnic state. It’s a system of government which presupposes indigenous division of powers among situations of government. Federalism as rehearsed in Nigeria is at the stylish nothing further than bare indigenous design( simply division of power without rehearsing the principles of federalism) assessed on Nigeria by the social masters.

 

Federalism in Nigeria, is a compromised result to the problems of ethnical distrust and collective dubitation , with the ethnical ethnicities that made up the country as a result of creation of a state out of divers’ ethnical, ethnical,, artistic and religious groups. After creating the country the pioneers introduced a civil system of government under the Richard constitution of 1946 and liffleton constitution of 1954, in agreement with the political leaders so as to address the problems which a unitary form of government may pose to divers’ people of Nigeria. There are some factors that regard for the preface of federalism in Nigeria. These include both internal and external factors. The practice of civil system of government in Nigeria can not be understood without tracing the literal elaboration of the political history of Nigerian state. Nigeria is characterized by predominant of tree regions which are The Hausa and Fulani of the north, the Yoruba of the west and the Igbo of the east.

The major problems affecting civil practice in Nigeria are the issue of coffers allocation, sharing and operation of the duty burden, the issue of what criteria should take procedure over the other in the sharing of federally collected profit. All these and further has for long remained problematic as far as civil practice is concern in Nigeria. The issue of profit allocation in Nigeria dated back to the Philipson commission at 1940, to 1979 constitution that give the establishment of civil character principle and inl995 gives way to creation of civil character commission to insure the perpetration of civil character principle as saved in the constitution. The 1999 constitution revealed that profit allocation is in favor of the civil government and that of the criteria used in vertical allocation of profit among countries has also been blamed. Problem arises as to which criteria should determine how profit

 

is to be divided horizontally. The problems arose between the southerners and

 

northerners and each are of the opinion of criteria should be taken. The former emphasis in the star of derivate, where the latterly emphasized on social requirements. As a result of this divergent interest between these two sections of the country( southerners and northerners), profit allocation has been politicized and this has been attributed to the cause of the social and political problems defying the country. Statement Of The Exploration Problem

 

This study is to examine the problems associated with coffers control the formula to be used in participating federally collected profit, sharing and operation of the duty burden, control of coffers by the civil government, how profit are to be divided horizontally and vertically and also the current clamor for coffers control by one part of the country.
