Introduction

 

1.1 The Study’s Background

 

In the southwest of the nation, there is an administrative territory known as Lagos State. Lagos, the largest urban center in Nigeria and the smallest state in terms of land area, is possibly the most economically significant state in the nation. The real population count is contested due to the Nigerian Census of 2006 and a significantly higher number asserted by the Lagos State Government (Odumosu, 1999

 

According to (Aluko and Ola 2021), Lagos State has enormous social and economic significance, both directly in terms of the creation of industrial, manufacturing-related jobs and indirectly in terms of the creation of chances in commerce, transportation, banking, housing, and insurance. According to (Odumosu, 1999), one of the most urgent problems Lagos faces is the promotion of balanced land use, which reduces conflict and environmental harm and increases efficiency and sustainability, which results in a shortage of land. This is because Lagos’ urban land supply is becoming more and more scarce. The metropolis of Lagos does, in reality, require land for a variety of purposes. On the other hand, land is a finite resource, and as demand rises, so does the price of land, leading to the emergence of illegitimate structure

 

(Oduwaye, 2009) observed that Lagos State in Nigeria frequently experiences illegal construction. There are numerous instances of illegal structures and building collapses in Lagos State alone. There was a building collapse recently in which there were reported casualties. This was caused by the use of inferior materials, an incorrect architectural design, and incorrect structure placement. According to (Oduwaye, 2009), this high prevalence can be caused by Lagos State’s large population rather than a lax building process or ineffective physical development regulation. A building collapse happens when a structure that has been finished but is not yet occupied, finished and is occupied, or is still being built falls apart on its own without the assistance of any party or agent. According to (Itam and Archibong 2003), building collapses that are directly related to the rise in illegal building in Lagos State are a waste of money, time, and building materials. In some cases, they are also a waste of human lif

 

The majority of building collapses were determined to be caused by subpar building materials, subpar building design, a subpar foundation, and subpar construction techniques, all of which render a building illegal based on the cases seen throughout the years. Building plans that have not received municipal or state government approval are considered illegal structures (Oyedele, 2016

 

Due to the ongoing influx of businesspeople and diplomats into the state, the necessity for acceptable housing for living and business reasons is always growing in the economic hub of the nation. Construction firms have profited greatly from this, establishing unlawful structures and buildings that are not fit to last. This will increase the number of illegal structures, which can ultimately result in death (Oyedele, 2016) if it is not adequately regulated by the relevant regulatory organization

 

The regulatory agencies of Lagos State’s building industry, including the Ministry of Housing and Environment, the Ministry of Physical Planning and Urban Development, and the Lagos State Building Control Agency (LASBCA), have a significant role to play, according to (Ogundimu 2020). These duties can be extremely fatal if neglected or interfered with. The aforementioned regulatory agencies’ duties also include keeping such records, certifying different stages of building construction, and inspecting construction projects. Identifying and removing damaged buildings to avert collapse, removing illegal and non-conforming developments, and ensuring Certification and Fitness for Habitation are all additional duties (Ogundimu 2020

Too many illegal structures and poorly kept dwellings have seriously harmed people. The society will benefit greatly from this study since it will make us aware of the reasons and consequences of high-rise illegal construction. The regulatory authorities will also benefit from this study because it will highlight their weaknesses and assist them in formulating sound policies to address this growing issue. Finally, this work will provide as a resource for future research and reference

This study focuses on analyzing how regulatory agencies manage buildings that aren’t lawful. Additionally, it will investigate the environmental repercussions of unlawful construction and the financial effects on the state of Lago

The conclusions of this study can’t be applied to any other region of Nigeria or the entire world because it was conducted exclusively in Lagos State, where different social, cultural, and geographic factors influence the causes, impacts, and motivations of unlawful constructio
