Background of the Study

The relationship between force development and the impact of Information and Communication Technology( ICT) in Nigeria can not beover-emphasized. It’s absolutely an irrefutable bone . The actuality of man on earth is to expand in all aspects of mortal bid both in the operation of being coffers as well as creation of new bones . Man by nature is audacious and as similar, will always thrive to succeed.

Among numerous ways he( man) has thrived to develop his girding and ameliorate his terrain and other forms of actuality is through force development. As days turn into weeks, weeks to months, months to times,etc., man’s means of survival and development moves from one idea to the other. For case, man in the foremost form of his actuality did utmost of his particular and group works in a crude manner. But as he advanced, he abandoned the idea of doing utmost of his workshop alone and introduced machines. These compliment man’s trouble to succeed.

In line with this idea, man produced similar foremost forms of calculating machines known as “ Abacus ”, and also adding machines like calculators, computers and a host of others surfaced with the sole end of helping man to develop himself and that of his terrain. This is to enable him achieve artificial growth and other forms of force development.

The need for force development in any society like ours is to encourage the development of the state( society in general) in similar areas like husbandry, community service, socio- profitable services etc. As Elom and Chukwuanukwu( 2006 24) would state,

The significance of mortal resource development( capacity structure) in any country can not be overstressed. Little wonder the proliferation of tertiary institutions of literacy in Nigeria moment that give occasion and installation for the training of the Nigerian pool force development and training helps to ameliorate a nation’s profitable and political status.

These objects have noway been realized in Nigeria without some failings. In line with this, the need to study the relationship between force development and the impact of Information and Communication Technology( ICT) in Nigeria becomes veritably necessary, for a country like Nigeria, in order to succeed in her shot for the achievement of force development. As Ndolo( 20061) would state on the applicability of Communication in mortal actuality, he editorialized that “ every growth, survival and durability depends on among other effects, a system of communication, through which people could change ideas and passions. The system of communication formed the dependence of all the other systems, which came to depend on it for effectiveness ”.

This is why the experimenters won’t insulate the relationship between ICT and communication in general in the development of force in Nigeria, particularly in Enugu North Local Government Area.

Statement of exploration Problems

The emergence of Information and Communication Technology( ICT) has revolutionalized how man contributes to the development of different workforces particularly those that bother on mortal and material development, for easy force growth.

But, there has being a harmonious difference among the millions that the ICT has not contributed enough to force development while others argue that Information and Communication Technology has done enough to encourage how force is developed in our society moment. Whether the two views held by these people are to be accepted else or inclusively, will to a great extent be determined by applicable operation of statistical tools necessary for this study. Also, the place of Information and Communication Technology in our society will be examined and those hindrances which don’t encourage force development will be assessed, particularly in Enugu NorthL.G.A This will go along way to determine whether the operation of ICT is necessary for force development in areas of skill accession, artificial development, mortal resource operation and a host of others in Enugu NorthL.G.A.

Objects Of The Study

The major ideal of the study is to determine the following factors.

To determine if Information and Communication Technology( ICT) Has a positive Impact in force development in Nigeria.

ii. To determine whether force development has duly applied ICT for its Effective operation in Enugu NorthL.G.A.

iii. To find out if computer ignorance is a problem of force development in Nigeria;

iv. To determine if people living in Enugu NorthL.G.A grasp ICT for their socio- Political and profitable good;

To determine if ICT have been effectively used in the overall development of Enugu State in particular and in Nigeria in general;

vi. To determine whether poverty has contributed to poor use of ICT for force development in Nigeria;

vii. To make recommendations for farther studies on the content of study and on policy expression by our captains of diligence both at the civil and state situations.

Significance of the Study

The major significance of this study is to understand how Information and Communication Technology has contributed to the overall development of force in Nigeria in general and Enugu state in particular. Also the study will profit scholars of tertiary institutions, sodalities of Education, scholars of Vocational and Specialized seminaries amongst others who want to acquire chops through one way or the other using Information and Communication Technology.

Also, this study will profit both employers of labour and their workers in Nigeria on the applicability of ICT in force development. The study will go a long way to profit Enugu state government and the Federal Government on how stylish to make programs and apply programmes which will encourage applicable operation of ICT for force development in the civil, state and original government situations.

This study will go along way to promote the socio- political and profitable good of the millions who understand the applicability of ICT in force development in our society.

4. Have people living in Enugu NorthL.G.A embraced ICT for their socio- political and profitable good?

functional meaning The factual function or part played by ICT in force development in Nigeria in general and Enugu NorthL.G.A in particular.

Information and Communication Technology( ICT)

Abstract meaning The study, design, perpetration, support or operation of computer grounded information systems particularly software operation and computer tackle.

functional meaning those software and tackle electronic bias used in force development within and outside Enugu NorthL.G.A.

Manpower Development

Abstract meaning The growth and professional advancement of workers demanded to do a particular job.

functional meaning The use of computer and other electronic bias to gather and circulate information on how stylish to develop force in Enugu state in particular and Nigeria in general.

compass and Limitations of the Study

This study intends to cover the entire areas of our public life that involve force development. similar areas include academic institutions, fiscal institutions, drug, labour and productivity and a host of others. Also, the study will be concentrated on the ICT similar as computer operation, internet,e-commerce,etc. it’ll also cover how diligence train and retrain their staff for proper skill and professionalism in force at state and civil position.

Amongst the limitations of this study are;

1. Limited Time Time demanded to negotiate this study is too short and as similar posed a lot of challenges to the experimenters. This made the experimenters to maximize the use of the available time for the study.

2. Lack of Basic structure similar as good road network, electricity, communication networks, etc constituted a great reversal during this study.

3. Lack of Fund Fund was inadequate and not really available to the experimenters to acquire exploration tools demanded for the study.
