Abstract

 

The broad ideal of this study is to examine the problems of original government autonomy and its counteraccusations in the effective operation of Primaryschools.The study espoused a qualitative descriptive approach. It supplicate one of the traditional styles of gathering information, i.e. the secondary sources of data. A sizeable chance of secondary sources that’s used came from published and unpublished workshop which include accoutrements uprooted from Libraries, journals, conversations, Conference papers, Magazines, Internets, Books, and Articles in journalse.t.c. and was anatomized to make the content under bandy meaningful. Findings from the study reveal that original government has contributed immensely to the functioning of primary education, both in obligatory and concurrent capacities with the state government but principally, The state government had commandeered the primary education from the original government with the machinery of UBEC, SUBEB, and LGEA, which are more responsible to the state government, but in the real sense of it original government accommodate the major charges which include the hires, allowances and benefits, pension, etc. still due to overdue hindrance from State, lack of financial autonomy has incapacitated the Original Government from effective functioning and alienated grassroots people from enjoying social service delivery anticipated of Original Governments in Nigeria. The study thus recommends that relationship between the categories of government especially State-Original government should shift from master/ menial relationship to that of mates in progress in delivery concurrent functions particularly in primary education delivery. More so, Federal Government should increase the consolidated finances to primary education through UBEC from 2 to at least 5 so as for primary education to be accessible to all and be free indeed to all and sundry.

Background of the Study

 

In the world over, education has come an essential commodity that determines the position of development or growth of any nation. It has come services that bear the involvement of both the private and public sectors. The involvement of governments in education cut across all situations i.e., the primary, secondary and tertiary education. principally, in Nigeria, original government has indigenous responsibility in primary education, while the state and civil government also has their liabilities to perform shortly in all situations of education. The three categories of governments in Nigeria, needs to adequately address the issue of structure, registration, planning and finance of primary education in other to achieve the cardinal objects of primary education( Igidi, 2009).

 

Over the times, original and state government has constituted the real actors in Nigeria primary education especially in public service delivery. This isn’t dubious from the fact that primary education remains early for every citizen, and it must be accessible to every citizens and original government serves as veritable instrument to social and profitable development of the people at the grassroots. The 1976 Original Government Reforms in Nigeria gave the three- league of government the onus for provision and conservation of primary education. Original government is a government that’s formed at the original position. It’s a form of community government, so community development is its primaryresponsibility.The United Nations Office for Public Administration defines Original Government as “ a political branch of a nation or( in a civil system) State, which is constituted by law and has substantial control of Original affairs including the powers to put levies or to exact labour for prescribed purposes. The governing body of such an reality is tagged. The 1976 original government reform defines it as “ government at original position exercised through representative council established by law to exercise specific powers within defined areas ”. These powers should give the Council substantial control over original affairs as well as the staff and institutional and fiscal powers to initiate and direct the provision of services and to determine and apply systems so as to round the conditioning of the State and Civil governments in their areas, and to insure, through degeneration of these functions to these councils and through the active participation of the people and their traditional institutions, that original action and response to original requirements and conditions are maximized.

 

Howbeit, the present 1999 constitution of the Federal Republic of Nigeria also quested that the Original Government should also embark on the provision and conservation of primary, adult and vocational education in relation with State government. This is one of the cardinal areas where the state governments relate with original governments in the areas of education as service delivery. Lack of collaboration among these categories of government on strategic planning and budgeting has constituted a complication which utmost of the time redounded to duplication of functions, especially in furnishing some amenities to primary seminaries. ESSPIN( 2009) also reported that duplication of trouble and backing, lack of agreement between the different actors in primary education has brought about the inefficiencies passing in the sector.

 

Statement of the problem

Despite the fact that the constitution has delegated the below liabilities to original governments, they’ve not been suitable to carry them out effectively due to intervention from other situations of government as stated by Anyanwu( 2021). Lack of autonomy, shy planning, weak policy prosecution, inadequate profit, corruption and mismanagement, a lack of acceptable force, are all the challenges impeding original government effectiveness in service delivery especially at primary education position. On the hindrance of State Government on Original affair, David( 2019) editorialized that naturally, original government have liabilities to discharge concerning primary education, but virtually, it’s State Universal Basic Education Board( SUBEB) who manage seminaries through Original Government Education Authority( LGEA) with little or no discussion to original government council, anyhow of their huge benefactions to primary education in Nigeria hence the recrimination on primary education deepens. Although there are scattered literature on financial autonomy and intergovernmental relation non has concentrated on how lack of autonomy affect original government administration on primary education which needed for the study.

Time constraint time factor disguise another constraint since having to manage in this exploration which went contemporaneously within the time schedule of other academic work making it insolvable to take over this study in large further representative skill.

Original Government This is the third categories of government at the original or grassroot position. It’s established by law to exercise specific functions within specific areas. It’s a territorial community withnon-sovereign power to regulate its own affairs.

 

Service Delivery This has to do with the process of furnishing introductory amenities as in structure and infrastructural development over.

 

financial Autonomy This is a state of making original governance to haven’t only distinct territorial boundary, legal powers to do or achieve specific thing but also, most importantly, enjoy substantial autonomy in fiscal matters without inordinate but reciprocal control by advanced authority( ies). These include, retaining of storeroom, separate budgets, and accounts grounded on effective dependable income generation from within and outside its sphere.
