Preface

 

Background Of The Study

 

Nigeria, like a large number of other African countries, has been agonized by corruption, particularly in the public sector. This one act has eroded Nigeria’s significance in the community of nations and braked the country’s growth speed, since investors are reticent to engage in such an frugality( Ordu, 2014). As we all know, corruption is a cankerworm that has sneaked every position of our society. It has redounded in physical, social, and mortal deterioration and dereliction within the government institution and society. Since the founding of the democracy, corruption has been a source of insecurity for succeeding governments. Since also, every achievementd’etat has been committed in the guise of eradicating the illness known as corruption. Regrettably, the remedy has occasionally proved to be worse than the disease, and Nigeria has suffered as a result. Nigeria’s external image suffered a significant megahit when our allegedly loose country began to rank at the top of every corruption ranking.

 

The government of the fourth democracy of Nigeria, led by Olusegun Obsanjo, in its sweats to strengthen the rule of law and significantly reduce sanctioned corruption, rightly observed in Obasanjo( 2000) that” without corruption, neither sustainable development nor political stability are possible; by breeding and feeding inefficiency, corruption always strangles the system of social association; indeed, corruption suffocates the system of social association.” As a result, a variety of policy attempts to help corruption were developed. The primary element of this policy trouble is the establishment of a new independentanti-corruption body with authority over all types of sanctioned corruption, including the recovery of misused public moneybags stored domestically or overseas.

 

In agreement with this, on Tuesday, June 13, 2000, the loose practices and other affiliated offenses legislation, colloquially appertained to as theanti-corruption act, was inked into law, establishing an independent loose practices and other affiliated offenses commission( ICPC)( Ordu, 2014).

 

” The Independent Corrupt Practices and Other Affiliated Offences Commission( ICPC) is the apex body charged by law with the responsibility of combating corruption and other affiliated offenses in Nigeria, and it should use all available legal means to relieve the country of all forms of corruption and therefore promote translucency, probity, responsibility, and integrity in public and private life.”

 

therefore according to Emeka( 2012), it’s anticipated of the ICPC to be the leading agent of change in the fight against corruption and other affiliated offenses in the polity, thereby restoring Nigeria to its enviable position of honor in the community of nations.

 

Statement Of The Problem

 

The ICPC’s presence is hardly noticed by secondary academy scholars and the general public in Imo State’s Ideato South Original Government Area in particular, and throughout Nigeria in general. numerous scholars are strange with the duties and functions of ICPC, let alone its effectiveness or warrant thereof( Emeka 2012). This is due to either the commission’s incompetency or the public’s ignorance of the commission’s actuality.

 

This study will be conducted in response to these issues.

 

Objects Of The Study

 

The broad ideal of this study is to assess secondary academy scholars’ views on the ICPC’s places and functions. Precisely, other objects of this study are

 

To estimate the places and functions of the ICPC.

 

ii. To assess the extent of mindfulness of ICPC by secondary academy scholars.

 

iii. To find out whether the rate of corruption has reduced due to the presence of ICPC.

 

Exploration Questions

 

The following exploration questions will guide this study

 

i. What are the places and functions of the ICPC?

 

ii. To what extent are secondary academy scholars apprehensive of the places and functions of ICPC.

 

iii. Has the rate of corruption reduced due to the presence of ICPC?

 

Significance Of The Study

 

This study will contribute to a more complete and accurate knowledge of how the ICPC, which was established by the government to uncover, make, and probe loose labor force in the country, has fared.

 

It’ll ascertain the public’s view of the ICPC’s performance, particularly among secondary academy scholars.

 

also, it’ll demonstrate how corruption may be contained, managed, and canceled in a country similar as Nigeria.

 

Compass Of The Study

 

This study is substantially concentrated on assessing secondary academy scholars’ views on the ICPC’s places and functions. Specifically, this study is concentrated on assessing the places and functions of the ICPC, assessing the extent of mindfulness of ICPC by secondary academy scholars and chancing out whether the rate of corruption has reduced due to the presence of ICPC.

 

Secondary academy scholars of named seminaries in Ikere LGA, of Ekiti State will serve as enrolled actors for the check of this study.

 

Limitations Of The Study

 

This study is substantially limited to assessing secondary academy scholars’ views on the ICPC’s places and functions. Specifically, this study is limited to assessing the places and functions of the ICPC, assessing the extent of mindfulness of ICPC by secondary academy scholars and chancing out whether the rate of corruption has reduced due to the presence of ICPC.

 

Secondary academy scholars of named seminaries in Ikere LGA, of Ekiti State will serve as enrolled actors for the check of this study, therefore the sample size was limited because only a many repliers were chosen to answer the exploration instrument, thus the results can not be generalized to other secondary seminaries outside the area.

 

The experimenter also encountered some fiscal and logistics problems but was suitable to resolve it as this study was successfully completed.

ICPC Independent Corrupt Practices and Other Affiliated Offence Commision( ICPC) is a Nigerian civil government agency whose accreditation is to admit and probe reports of corruption and in applicable cases make the lawbreaker( s), to examine, review and apply the correction of corruption prone systems and procedures of public bodies, with a view to barring corruption in public life, and to educate and enlighten the public on and against corruption and related offences with a view to enlisting and fostering public support for the fight against corruption.
