Preface

 

Background And Need For The Study

 

The conception of intergovernmental relations is associated with countries having a Federal Administration system where the connections between the Federal, Central or National Governmental and majorsub-national unit( fiefdom, region or state) is formally spelt out in the constitution. Intergovernmental relations have been seen as a system of deals among structured situations of government in a state. It’s also seen as enrollment in which the parties are negotiating profitable positions for power, plutocrat and problems- working responsibility( Olugbemi 1980).

 

The pretensions of intergovernmental relations are said to be to promote peace and harmony among the three categories of government, which are the Federal, State and Original Government. This is to accelerate the achievement of a tone- reliant frugality. In so doing,inter-governmental relations will also help to minimizeinter-jurisdictional conflicts among the colorful situations of government. Also it would help in boosting lesser public profitable intergration through the conditioning of the three situations of government. Again to enhance the emergence of united rather than competitive confederation there’s also need to enhance effective and effective application of available mortal and material coffers among the three situations of government as this would help in working the problem of pastoral and civic poverty, also to achieve a situation where there’s special need for integrating programmers on a nation wide scale. To look into the situation where countries, original government or unit of the civil set up have liabilities with no coffers base to perform them( John Nwafor Unpublished work).

 

The achievement of the objects ofinter-governmental relations is dependent on some social factors within the Nigerian social System. Some social factors include the political setting and the state of the frugality in the nation. Looking at the political setting, theinter-governmental relation is principally grounded on the three categories of government that’s the Federal, State and Original Government. But looking at that, the Federal and State Government is said to have further autonomy than the original government due to the fact that they’re the last league of government( John Nwafor Unpublished work). That’s why original government isn’t given its full autonomy to do effects on its own. The other categories of the government still tell them what to do, how to make their own programs, how to handpick appoint those to rule them like the Chancellor or Chairman and so on. Original Government is still dependent on the other categories of government making them too inferior and pious for my relish( Nwokedi, Ralph 2002).

 

To this, there should be lesser independence of the state and original governments in the Federal Government for their survival and performance of abecedarian liabilities. There should also be several reforms which should lead to the recognition of the original government as the third league of government with relative autonomy and jurisdictional powers as handed for in the constitution.

 

Another problem is the state of the nation’s frugality. The nation’s frugality really told the nature and compass of intergovernmental relations in the original government in Nigeria. The wealth of any nation is a crucial factor in determining its pattern of material relation. Between 1960 and 1970, the base of financial relations between the Federal, State and Original Government were richer and more important than the original government. But these problems will come to an end if the original government has lesser control of the duty profit. The original government should control 50 of the duty profit allocation of its area without the Federal or State government hindrance. They should also admit subventions and aids from outdoors and within the country, making them important and independent of their own. Their confederation Allocation Account should be granted to them annually or monthly as the case may be. They should be allowed to run their affairs especially when it comes to financial matters.( F Okoli and Onah O, 2002).

 

In so doing, channel of communication should be at its high position between the Federal, State and Original Government in order to produce an effective result. This is because without one another there would not be effectiveness due to the fact that aninter-governmental relation is a relationship between the three categories of government.

 

Statement Of The Problem

 

To appreciate the depth of extremity in the Federal system in Nigeria, one has to follow the recent trend of the raging contestation between the Federal and State Governments over the exercise of power or control of profit coffers of original government on how not to have assumed the overdue elevation given to it as a indigenous question if Nigerian Leaders, particularly at the Civil position had stuck rigorously to the morals of federalism and followed the precedents established by the once popular governments in Nigerian confederation.

 

In Nigeria, the issue of sharing coffers among the three situations of government has remained controversial due to lack of an respectable formula. It generates pressure and bad blood among the three categories of government. This has redounded in setting up of different panels or commissions to define the formular to be used. Also there exists a conflict between the Federal, State and Original government over respectable formular for participating profit. For case, the conflict is generally whether the principle of derivate, need, natural interest or mainland should be used as a base for the purpose. Indeed when these principles may be generally accepted as the main base for working out profit allocation formular, conflict might arise following as to which of the principles takes priority over others as the main criteria for participating the profit.

 

This is the problem of duty governance, which refers to the problem of which aspect of government should collect what profit over a particular area. These have been serious problems between the Federal, State and Original Governments. Their share of duty profit seriously affects original governments. They’re the smallest position of government. Likewise they collect the least quantum of duty profit, which makes them still stagnant.

 

Another problem is the actuality of control of one position of government by another in any aspect( Abonyi, 2005). The original government is dominated by the Federal and State governments. They don’t have their own autonomy making them too dependent on the other situations of governments. Honorable citation must be made of the problem of chancing the stylish system of channelizing profit from one position of government to another especially from the Federal to the Original Government.( Ugwu, 199890).

Objects Of The Study

 

The main ideal of the study is to know if truly the original government has a clear autonomy within the three categories of Nigerian government Nigeria,

i) To determine the applicability ofinter-governmental relations in Nigeria

 

ii) To determine if the original government is independent and can work on its own.

 

iii) To recommend measures needed for an betteredinter-governmental relations in Nigeria.

 

Significance Of The Study

 

This study will be of great benefit to original government directors. This is because it’ll be expose the challenges it’s facing in administering and fostering importantinter-governmental relations which would help in icing full autonomy and making the original governments independent.

 

It would also be of great significance to experimenters by way of making them apprehensive of problems that have been uncovered by these experimenters, so that they would know where to start from in their posterior exploration work in the area ofinter-governmental relations in Nigeria.

 

It would also be useful to university scholars like scholars of Godfrey Okoye University when doing a likely exploration. The study would be significant to policy makers and policy device, as they would make use of the findings and recommendations of this study.
