Background to the Study

The public youth service fraternity was set up by decree 24 in May, 1973 and modified by decree 51 of June 1993 to inculcate in Nigerian youths a spirit of selfless service to the community and to promote a spirit of oneness and concinnity in a nation of different societies, profitable and socialbackground., it was one of the tools by which Nigeria hoped to achieve some of her post civil war objects of a united, strong and tone- reliant nation, a dynamic frugality a land full of openings for all citizens and a free and popular frugality.

Nigeria is a country whose social history and experience in the immediate post independence period were characterized by ethnical commitment, collective group dubitation and mistrust that crowned in the traumatic events of a bloody civil war which called for the emergence of National Youth Service( Gowon, 1973) Faced with the total breakdown of harmony and collective trust as a result of thirty months of civil war of no victor no vanquish, it was necessary for solid peace to be won. With the immediate post war period, the challenge was on how to engage in deliberate social engineering, designing programmes and pursuing programs meant to promote public concinnity soft-pedaling points of disharmony among the constituent groups and fosterinter-ethnic understanding and harmony. Umoden( 1993), Obasa( 1995) verified that there was need for educated Nigerians from all workshop of life to come together for deliberation feting the host of problems soliciting for result. Vice chancellors, chairpersons of universities and other policy makers meditated on the issue. After myriad of suggestions by policy makers, the civil government decided and agreed a one time obligatory National Youth Service Corps( NYSC) for all Nigerian graduates. Who either passed through the university, polytechnics or other awarding institutions in Nigeria. The scheme was established in Nigeria on 22nd May, 1973 during the governance of former military Head of State General Yakubu Gowon.

The National Youth Service Corps was created in a shot to reconstruct, attune and rebuild Nigeria in concinnity. There are two batches every time, batch ‘ A ’ begins February/ March and ends in January/ February the ensuing time while batch ‘ B ’ begins in September and ends in August the ensuing time. The primary purpose of the scheme is to inculcate in Nigeria Youth the spirit of selfless service, nationalism and brotherhood of all Nigeria irrespective of artistic or social background( NYSC, 1992).

Also the primary assignment of corpers involved in the NYSC Scheme is to serve in whatever capacity they’ve professional training in. They’re involved in tutoring, administration, assiduity and so on. piecemeal from this there’s a secondary assignment known specifically as community development service( CDS). Corps are anticipated to contribute to the communities where they’re serving.

objects of the Scheme

As easily spelt out in Decree 51 of 6th June, 1993, the objects include; the following-

To inculcate discipline in Nigerian youths by breeding in them the tradition of assiduity at work and nationalistic and pious service to Nigeria in a situation they may find themselves.

To raise the moral tone of the Nigerian youths by giving them the occasion to learn about advanced idea of public achievement, social and artistic enhancement.

To enable Nigerian youth acquire spirit of tone- reliance by encouraging them to develop chops for tone employment.

To contribute to the accelerated growth of the public frugality.

To develop common ties among the Nigerian youths and promote public concinnity and integration in a study of youth corpers station towards community service carried out by Adedeji( 1975) in Ilorin. Akintunde,O.( 1978) in Ibadan and Bayo Lawal( 1988) in former Gongola State, it was discovered that utmost corpers to be indifferent towards some areas in community service similar as husbandry and technological sectors.

Meanwhile, community service is geared at- eradicating ecological challenges; skill development and development of positive station. Community service which requires tone immolation in fidelity and total devotion to the state and nieighbourhood doesn’t feel to have been completely embraced by youth corpers in Nigeria irrespective of its value to the society due to diversity of culture and religious difference. Babangida( 1993). Other factors that feel to be militating against the full consummation of the value of community service include- lack of common interest, unfaithful station, low remuneration, gender, area of specialization, socio- profitable background, and religious difference.( Obasa, 1995).

Statement of Problem
