Abstract

The former studies on land use are concerned with features of development control, Land administration land and use planning each treated independently. That’s by aspects of planning control, land allocation process and development control haven’t been covered together as factors of land use operation. thus, this study was set out to address the factors of land use operation together which are planning Control, Land administration and Development Control in Gwagwalada. In view of the below, The exploration was conducted through the information gathered from interviews of the repliers, field check and the data was anatomized with the use of tables, numbers, plates as well as descriptive analyses. The findings are poor land use operation in Gwagwalada, that is, the allocation process lacks translucency, shy planning conditioning performing into poor control development, shy staff, hamstrung land administration performing in land enterprises and loss of profit and also weak development controls leading to unhappy development. The recommendations were made in three areas which are The Gwagwadada master plan be review, cancellation of all those areas allocated that aren’t in line with land use offer with due consultations and dislocate them to another place, The development control department should increase their mindfulness to enlightening the public, increase monitoring for development control conditioning and also increase the enforcement to avoid violation of land use. Eventually the land use operation use frame work be separated to allow checks and balances within the element of land use operation.

 

 

. INTRODUCTION Land use results from man’s conditioning on, and in relation to land( Olomo1997) Cited in William( 2005). The land use operation factors are planning control, land allocation and term, development control and land use change operation. Effective land use operation enhances effectiveness of civic development.

The indigenous development plan of the Federal Capital Territory( FCT) Abuja, recommended the development of satellite municipalities to support the Federal Capital City( FCC). The need for immediate development of Gwagwalada among the Satellite municipalities came apparent following the decision of the Federal Government in 1979 to allow the aborigines of the FCT to remain within the Territory. The thing of developing Gwagwalada satellite city is to support or condense the Federal Capital City as part of the( IPA) recommendations on the perpetration of the master plan for the megacity. Gwagwalada master plan was prepared by the Federal Capital Development Authority( FCDA), in 1980. According to the Gwagwalada plan, the land use structure of the city is to correspond of three sections which are farther organized into neighborhoods and artificial land uses.

The land use proffers haven’t been stuck to in the land allocation process and also there’s weak development control conditioning, which aren’t suitable to insure compliance of inventors to the land use plan. This is the common experience of Nigerian municipalities and constitutes a abecedarian problem of sustainable civic development.
