Preface

 

Background Of The Study

Time impacts are ineluctable on construction systems, primarily because of the oneness of each design and the limited coffers of time and plutocrat that can be spent on planning, executing and delivering the design.

Time factors are essential in all of design constructions undertakings. Construction systems have long been honored as particularly cost, time and threat- laden. Some of the time and cost factors associated with the construction process are fairly predictable or identifiable; others may be completely unlooked-for. The constructed design may not perform as anticipated because the proprietor may have unrealistic prospects regarding the delivery time of construction forcing contractors into unrealistic crapshoot, corner- slice or commitments that may not be realistic( Frimpong 2003).

Project success can be defined as meeting pretensions and objects as specified in the design plan. A successful design means that the design has fulfilled its specialized performance, maintained its schedule, and remained within popular costs. Project operation tools and ways play an important part in the effective operation of a design. thus, a good design operation lies in the operation tools and ways used to manage the design. Project operation involves managing the resources, workers, machines, plutocrat, accoutrements and styles used. Some systems are effectively and efficiently managed while others are misruled, incurring important detention and cost overruns and negatively affecting the frugality( Frimpong 2003).

Assessing construction projects delivery time is critical in today’s request- driven frugality.

To ameliorate the frugality and maximize long- term return on this public investment, government agencies have lately started exercising new types of constricting styles that are designed to achieve multiple design objects, including minimizing construction cost and duration, while maximizing its quality.

In recent times, numerous departments of transportation, in colorful countries have started to apply new trace constricting styles, including Bidding on time i.e., to encourage competition among contractors to minimize design duration( Holt et al 2000), incitement/ counterincentive contract clauses that give fiscal impulses to reduce construction duration, Night time construction that seeks to cut service dislocation and design time by taking contractors to work during off- peak night time hours, Bond constricting that attempts to ameliorate construction quality by making contractors liable for the performance of the installation after design completion. These new and arising contracts place an adding pressure on decision makers in the construction assiduity to search for an optimal/ near- optimal resource application plan that minimizes construction time while maximizing its quality. This creates new and pressing requirements for advanced resource application models that are able of optimizing the multiple and disagreeing objects of construction time, cost, and quality.

Significant exploration advancements have been made in the area of optimizing construction resource application. This led to a number of optimization models. These models can be classified according to their optimization objects into models that tried to minimize design time and/ or ameliorate resource application;

Minimize time and cost fornon-repetitive construction using time- cost trade- off analysis minimize time and/ or cost for repetitious construction

While the below exploration study seeks to give significant benefactions to the area of optimizing construction resource application, there has been little or no reported exploration fastening on multi ideal models for optimizing construction time, cost, and quality.

 

Problem Statement

Misallocation and misperception of time factor in construction systems have redounded in the government of Nigeria paying further than necessary for numerous systems. indecorous time assessment can also beget fresh costs in the form of detainments which affect in poor application, adding social and profitable costs. Are contractors using the most applicable coffers to execute systems in Nigeria? Do they rally the demanded coffers within the approved time frame distributed to their contracts? What goods do short time ages and/ or extended time ages have on their design costs? Are there remedies to these situations?

These are some of the situations that have urged the experimenter to go deep into the assessment of the cost and time impacts of public sector construction systems in Nigeria.

 

Objects Of The Study

The study had the main ideal of assessing the goods of timely delivery of construction systems on the frugality of Nigeria, but specifically it had the following objects.

 

To establish the extent to which time factors have impacted on construction of systems in the public sector in Nigeria.

To find out the change in the perception of contractors on time goods on public sector construction in Nigeria.

To find out the relationship between timely delivery of construction systems and the profitable development of Nigeria.

Exploration Questions

In order to achieve the objects of the study, the following exploration questions were used by the experimenter

 

What goods do time factors have on construction of systems in Nigeria?

Has the perception of contractors on time factors in systems construction changed in recent times?

What relationship exists between timely delivery of construction systems and profitable development in Nigeria?

Ho There’s no significant relationship between timely delivery of construction systems and profitable development of Nigeria.

 

Hi There’s a significant relationship between timely delivery of construction systems and profitable development of Nigeria.

 

Significance Of The Study

All construction contracts allocate time between possessors and contractors. Hence the significance of this study would more inform bettered design connections and dispatches and enhance construction administration practices between possessors and contractors.

The findings would also enhance and broaden time of wide range of pitfalls that could materialize during the design, and construction phases of a design which would latterly affect in better and further prudent designs specifications.

 

Compass Of The Study

The experimenter will limit the study to the goods of timely delivery of construction systems on the frugality of Nigeria, using the Fly Over 2 design constructed by Julius Berger in Uyo, Akwa Ibom State as a case study. Findings and recommendations by the experimenter may not be used for general analysis as the experimenter couldn’t assess multitudinous construction systems due to time and fiscal constraints.

 

Limitations Of The Study

Construction of systems in the public sector has assumed significant functions, hence the need for assessment on the cost and time impacts of construction of systems in order to achieve overall design objects. literal design schedule and duration data is treated as nonpublic by Julius Berger Nigeria Plc hence getting data for this study was veritably delicate. Data collection and analysis was thus limited to the data entered from design administrators in the field of design construction.
