The Effect Of Leadership In Public Sector Performance

 

Abstract

 

This work was aimed at probing the effect of leadership in public sectors performance for cost effectiveness and thoroughness, the experimenter concentrated on the civil ministry of labour and productivity, the unproductive compensative exploration design like employed and structured questionnaires were administered to a sample size of 103 workers representing workers on grade position of 01- 16 spaning the high department in the ministry. Some of the major recommendations includes the junking of obstructive attachment that hinders republic in the public sector and the need to grant leaders the power to motivate any effective officer under them by way of creation and financial and non financial impulses rather than writing for a general creation of workers.

An element of directing as a directorial function which gives provocation as well as despondency to workers is leadership. No association can serve effectively with effective leadership because it’s the leader that directs the conditioning of the association( Aka 2005). A leader shows the way that others would follow so that the objects of the association will be realized.

 

The effectiveness of operation on any commercial association is measured in terms of achievement of the association objects. To achieve these objective operation needs to commercial effectively with the colorful conditioning of the workers and this can be achieved when there’s effective leadership( Ugbaje 2004). An effective leader is visionary valorous and devoted to the services of an association effective leadership requires that the director or administrator should communicates effectively with his/ her inferior. Effective leader communicate with all workers at all times. He reviews instructions from the top operation on organizational policy and passes information to the administrator who now oversees the conditioning of the inferiors. In the same way the leader receives feedback from thee inferiors and shoot the information to top operation for necessary conduct.

 

Another important factor of leadership in the public sector is provocation an effective leader is on who’s suitable to motivate his followers to perform, to motivate means to induce or beget an individual to act and work towards achieving a set objects.

 

Motivating the workers means that the leader is making them achieve their aspiration in the work place or that the price system has led to the satisfaction of their requirements. therefore the absence of provocation means poor leadership and under this circumstance, it’s delicate to carry inferiors along, attaining the set objects with thus be a transitory vision to be pursued.

 

The public sector has earned the reproach of performing inadequately and this miracle is attributed to poor leadership the government ministries, parastatals and agencies are filled with leaders that warrant vision, action ingeniousness and are rigid, accordingly they fail to produce the constituents for effective leadership. To be effective and effective these leaders have to borrow measure that will grease communication, give provocation and enhance labour relation in these establishment.

After independence in 1960, the ministry of employment of labor and productivity in 1979 and the ministry of labour and productivity 2007, still, 1979, the civil government had insure that numerous establishment of this important ministry is established in some state o the confederation.

The Nigeria public sector is reputed as lacking effective leadership and this has negatively affected the performance of the comporation association. The leadership problem leading to this miracle may be related to the following-

 

1. Lack of vision, action and amenability as well as commitment.

 

2. Poor and ineffective communication with inferiors.

 

3. Lack of provocation on the inferiors.

 

4. Poor operation hand relation and

 

5. Poor working conditions and physical work terrain.

The significance of this study deduced from its utility to government operation and scholars originally, the government with understand from the study why there’s poor leadership performance in Nigeria public sector. This by relating and revealing all the factors leading to poor leadership performance in the public associations the government can be the information to borrow programs and programme that will insure effective and effective leadership in the public sector. The recommendations will go a long way be useful in this respects.

 

also, operation of private enterprise will profit from the study. They can understand the reason for poor leadership in their establishment. They can also give remedies.

In carrying out this study the following limitation were endured.

 

1. Uncooperative station of the individualities This factor arising from the fact that numerous workers interview in ministry were hysterical of sanctioned damages, if they give information on the types of leadership they have. It was thus delicate for the experimenter to get acceptable primary data for the study.

 

2. Lack of fund The study could have been expanded to the private sectors and other areas of public sector, but the experimenter didn’t have acceptable fund to cover all fresh charges that would have arisen accordingly, the study was circumscribe to fled department in the civil ministry of labour and productivity.

 

3. Time Eventually, the study was carried out within a limited period of time. this is because of the demand placed on the experimenter by other academic work, the experimenter didn’t have ample time to the study.
